Research, Evaluation & Program Operations Specialist
Work location: Remote support with recurring in-person performance at approved locations in IndianaPosition summary
The Research, Evaluation & Program Operations Specialist integrates the analytical and operational work required to support the training program. The position conducts market and organizational research, coordinates interviews and events, administers program evaluation, maintains records, supports quality control, and prepares recurring Government deliverables.Essential responsibilities
  • Conduct the Indiana recruiting-market analysis, with emphasis on the 18-35 workforce, qualified military-age individuals, employment trends, and economic factors affecting recruiting.
  • Support or lead the Recruiting and Retention Battalion business-structure audit, including leadership roles, decision processes, skill gaps, and leadership pipelines.
  • Plan, schedule, document, and analyze recruiter and junior-leader interviews concerning leadership challenges, communication issues, and development needs.
  • Compile findings into clear reports, recommendations, and curriculum inputs for the Program Manager and Curriculum Specialist.
  • Administer pre- and post-training assessments, feedback surveys, supervisor evaluations, attendance records, participant logs, and virtual-session discussion summaries.
  • Analyze participant progress and program effectiveness and prepare quarterly outcome reports with practical improvement recommendations.
  • Coordinate qualifying Indiana training venues, classroom and presentation resources, virtual-session logistics, participant communications, materials, printing, shipping, setup, and closeout.
  • Maintain the program calendar and coordinate travel, evening/weekend requirements, and schedule changes with the delivery team.
  • Maintain the Quality Control Plan, perform deliverable checks, track corrective actions, and organize evidence supporting Government surveillance.
  • Track contractor training certificates, access documentation, badges, CAC actions, and required submissions while safeguarding PII and Government information.
Minimum qualifications
  • Three or more years of experience in applied research, program evaluation, training operations, project coordination, workforce analysis, or a closely related field.
  • Demonstrated ability to conduct qualitative interviews, analyze quantitative and qualitative data, and translate findings into concise reports and recommendations.
  • Strong proficiency with spreadsheets, presentations, survey tools, virtual-meeting platforms, and document-production software.
  • Excellent organization, written communication, attention to detail, records management, and deadline control.
  • Ability to manage confidential and personally identifiable information appropriately.
  • Ability to travel within Indiana and support scheduled evening or weekend events when required.
  • Ability to satisfy applicable installation-access, background-investigation, CAC, and mandatory training requirements if required for the assignment.
Preferred qualifications
  • Experience supporting leadership development, recruiting, workforce research, military organizations, or federal contracts.
  • Experience with statistical analysis, program dashboards, survey design, adult-learning evaluation, or training-performance measurement.
  • Familiarity with Army or DoD administrative, security, quality-control, and deliverable-submission processes.
  • Experience coordinating academic, university, conference, or professional-development training facilities.
Measures of success
  • Reports, logs, assessments, certificates, and recommendations are accurate, complete, and submitted on time.
  • Training events are fully supported with appropriate facilities, resources, materials, and participant records.
