Description

Position Overview 

Fermi America is developing Project Matador - one of the most ambitious power generation and data center programs in U.S. history. The project spans multi-gigawatt F-Class gas turbine generation, a 1 GW battery energy storage system, 345 kV transmission infrastructure, and approximately 14 million square feet of data center campus across a West Texas site spanning roughly 7,000 acres. 


The Procurement Manager, Services is a high-impact, cross-functional role responsible for the sourcing, contracting, and ongoing administration of professional, technical, and operational services required to construct and operate Project Matador's power generation and data center facilities. This position manages the full services procurement lifecycle - from scope development and RFP execution through award, contract administration, and performance management - across a broad portfolio that includes engineering and technical consulting, environmental and permitting services, inspection and testing, temporary staffing and skilled labor, operations and maintenance services, facility and site support, IT and telecommunications, safety and security, and general professional services. The role works directly under the Director of Procurement and in close coordination with Operations, Finance, Legal, and project leadership. 


Key Responsibilities 

Services Scope Definition & Procurement Planning 

Develop and maintain the Services Procurement Register - the authoritative list of all services contracts, master service agreements (MSAs), purchase orders, and blanket orders across the project portfolio 

Define services packaging strategy, including bundling decisions, competitive solicitation plans, and identification of sole-source or directed-award items requiring CAB justification 

Partner with functional leaders across Engineering, Operations, Safety, IT, Legal, and Finance to translate business requirements into executable procurement scopes 

Cross-reference services procurement timelines against the Primavera P6 construction schedule and Unifier CBS forecast to identify critical-path service mobilizations and long-lead contract awards 


RFP Execution & Commercial Award 

Lead end-to-end competitive RFP/RFQ processes for services packages including - but not limited to - engineering consulting, environmental and permitting, geotechnical and materials testing, inspection and NDE services, surveying, IT/OT systems integration, security, facility management, janitorial and site support, temporary and contract staffing, equipment maintenance, and general professional services 

Develop bid packages, scopes of work, commercial terms, and evaluation scorecards in coordination with the requesting function and Legal (Haynes & Boone) 

Manage clarification cycles, BAFO processes, and commercial award recommendations through the Fermi America CAB process in accordance with the Delegation of Authority 

Negotiate MSA and task order structures, time-and-material rates, unit pricing, blended labor rate schedules, not-to-exceed caps, and termination provisions with service providers 

Structure contracts to align with IRA tax credit compliance requirements, prevailing wage certifications, and project-specific insurance and indemnity standards 


Contract Administration & Change Management 

Administer active services contracts and blanket purchase orders in Oracle Fusion, maintaining accurate commitment tracking, approved budgets, and accrual data for Finance 

Issue and manage task orders, work authorizations, and statements of work against active MSAs, ensuring proper scope definition, budget authorization, and compliance with contract terms 

Evaluate and process vendor change order requests - validating entitlement, pricing reasonableness, and schedule impact against contracted scope before routing for approval 

Maintain complete and auditable contract records in Aconex, including all correspondence, amendments, task orders, invoices, and supporting documentation 

Coordinate with Legal on contract disputes, notice requirements, indemnity triggers, and claims exposure as needed 


Vendor Performance & Relationship Management 

Monitor service provider performance against contracted deliverables, SLAs, schedule commitments, and quality standards - escalating deficiencies to the Director of Procurement and requesting function leads 

Conduct periodic vendor performance reviews, maintaining scorecards and documented corrective action records 

Manage invoice validation and payment processing for services vendors, coordinating with Finance and AP to ensure timely, accurate payment within contractual terms 

Maintain service provider prequalification records, insurance certificate compliance, and safety qualification status in coordination with the Safety Director 

Build and manage a qualified services vendor supply base appropriate for the scale and complexity of Project Matador, including ongoing supplier development and diversity tracking 


Operational & Facility Services 

Procure and administer contracts for facility management, site security, camp and catering, janitorial and grounds maintenance, waste management, and other services required to operate the project site and office facilities 

Support Operations in the procurement of O&M services, equipment maintenance and calibration programs, spare parts management services, and vendor O&M training agreements 

Manage utility coordination agreements, communication and telecommunications services, and IT/OT service contracts supporting the project and data center operations 

Source and administer temporary staffing, skilled trades, and contract labor agreements, coordinating with HR on headcount planning, classification compliance, and workforce administration 


Technical & Environmental Services 

Manage procurement of geotechnical, environmental, surveying, inspection, non-destructive examination (NDE), and special inspection services in support of the construction program 

Source environmental consulting, permitting support, air quality monitoring, stormwater management, and regulatory compliance services in coordination with the Permitting and Environmental team 

Administer testing laboratory and inspection agency contracts, ensuring proper scope coverage, qualified personnel, and timely delivery of test reports and certifications 

Support procurement of safety consulting, industrial hygiene, and health and safety compliance services as directed by the Safety Director 


Cross-Functional Collaboration 

Interface regularly with Finance on services cash flow forecasting, task order burn tracking, accrual accuracy, and payment term management within Oracle Fusion and Unifier 

Partner with Legal on contract structure, risk allocation, and terms negotiations for professional services and high-risk service agreements 

Coordinate with the Procurement Managers for EPC, BOP, and OFE to manage interface points where services contracts support or overlap with construction and equipment scopes 

Provide services procurement status reporting to the Director of Procurement including committed cost, spend-to-budget variance, open solicitations, and procurement risk flags 

Perform any other duties as assigned by the Director of Procurement or Fermi America leadership 

Requirements

Required Qualifications 

Bachelor's degree in Supply Chain, Business, Engineering, Contract Management, or related field 

6+ years of procurement, contracts, or supply chain experience, with meaningful exposure to services contracting in power generation, heavy industrial construction, oil & gas, utilities, data centers, or large-scale EPC environments 

Demonstrated experience managing competitive RFP/RFQ processes and executing professional or technical services contracts from solicitation through closeout 

Working knowledge of services contract structures including time-and-material, fixed-price, unit-rate, and retainer/blanket order frameworks 

Proficiency in Oracle Fusion or equivalent ERP for PO management, task order administration, invoice processing, and accrual reporting 

Strong commercial negotiation skills - able to evaluate labor rate buildups, overhead structures, fee reasonableness, and service level commitments 

Experience managing a high-volume, multi-category services procurement portfolio across diverse functional stakeholders 

Familiarity with insurance and indemnity requirements for professional services, construction-adjacent services, and operational service contracts 


Preferred Qualifications 

Experience procuring services in support of power generation, utility-scale energy storage, or hyperscale data center construction or operations 

Familiarity with Texas Panhandle construction environment, ERCOT grid operations, or SPP interconnection programs 

Experience with Oracle Primavera Unifier commitment tracking and cash flow modules 

Working knowledge of Aconex or equivalent document management and contract correspondence platforms 

Familiarity with IRA prevailing wage, Davis-Bacon, and apprenticeship requirements as they apply to professional and labor services contracts 

Experience administering MSA/task order structures at scale, including blanket order management and spend governance 

CPP, CPSM, or equivalent professional procurement certification
