Description

Data Intelligence, LLC is seeking a Chief Engineer/Technical Project Manager to support one of our premier clients in the defense industry. This role is located in San Diego, CA, and will focus on leading software engineering and IT operations teams delivering mission-critical DoD systems. The ideal candidate brings strong leadership experience, deep technical expertise, and a proven background managing enterprise-level systems in secure, high-availability environments.

Key Responsibilities

  • Lead and manage teams of software engineers, system administrators, and network engineers supporting multiple development projects and programs
  • Oversee the design, development, and implementation of enterprise-level, interconnected DoD information systems
  • Direct full Software Development Life Cycle (SDLC) processes using Agile and incremental development methodologies
  • Manage high-availability distributed systems, including web-based applications and desktop solutions
  • Develop and maintain project documentation, including:
    • Plans of Action and Milestones (POAMs)
    • High-level and detailed design documentation
    • System architecture documentation
  • Ensure compliance with DoD cybersecurity requirements and information assurance standards
  • Lead Authority to Operate (ATO) efforts, including coordination, documentation, and certification under the Risk Management Framework (RMF)
  • Direct and coordinate complex technical projects supporting both on-shore and off-shore Navy users
  • Interface with government personnel and provide regular progress reports in accordance with contractual requirements
  • Drive process improvements and operational efficiencies across technical teams and systems
  • Oversee development and sustainment of applications using Microsoft technologies and modern development frameworks

Required Qualifications

  • Bachelor's Degree in a technical field or related discipline
  • 10+ years of experience managing technical teams, including software engineers and system/network administrators
  • 5+ years of experience designing, developing, and implementing enterprise-level DoD information systems aligned with cybersecurity requirements
  • Experience supporting DoD information systems with an emphasis on training operations
  • Strong experience in design, installation, operation, and maintenance of high-availability distributed systems
  • Experience implementing SDLC processes in enterprise environments using Agile methodology
  • Experience developing POAMs, system design documentation, and architecture documentation for secure systems
  • 5+ years recent experience managing ATO processes and maintaining system authorization under RMF
  • In-depth knowledge of Risk Management Framework (RMF) and Authority to Operate (ATO) processes
  • Experience managing IT development projects in cross-functional environments
  • Hands-on experience with Microsoft technologies and tools
  • 5+ years of experience developing solutions using object-oriented languages such as C#, along with frameworks like Angular
  • Experience working with SQL Server and related tools, including SSIS and SSRS
  • Proficiency with Microsoft Office Suite and program management tools
  • Strong understanding of software development processes

Preferred Qualifications

  • Experience supporting Navy or DoD training systems
  • Strong background in both development and infrastructure environments
  • Demonstrated success managing large, complex technical programs
  • Excellent communication skills with experience briefing government stakeholders
  • PMP or similar program management certification

Certifications

  • DoD 8570.01 IAT or IAM Level II Certification (required)
