Technical Program Manager Scrum Master information

How does a Technical Program Manager Scrum Master typically balance facilitating Agile ceremonies with managing cross-team dependencies?

A Technical Program Manager Scrum Master often juggles both guiding Agile teams through ceremonies like stand-ups, sprint planning, and retrospectives, while also identifying and managing dependencies across multiple teams or departments. This dual focus requires strong communication skills to keep stakeholders aligned and proactive risk management to prevent bottlenecks. Effective individuals in this role prioritize transparency, use tools to track progress, and foster collaboration between engineering, product, and QA teams. Balancing these responsibilities helps ensure timely delivery and continuous process improvement.

Is TPM a good career path?

A Technical Program Manager (TPM) role is considered a strong career path for those with project management, technical expertise, and leadership skills. TPMs often work in technology companies, coordinating cross-functional teams and managing complex projects, with opportunities for advancement into senior management roles. Certifications like PMP or Scrum Master can enhance career prospects in this field.

Is AI replacing Scrum Master?

AI is not replacing the role of a Scrum Master, but it can assist with tasks such as tracking progress, managing backlogs, and providing data analysis. The Scrum Master’s responsibilities for facilitating team collaboration, coaching, and removing impediments require human judgment and interpersonal skills that AI cannot replicate. Therefore, AI tools are seen as complementary rather than replacements in Agile environments.

What are the key skills and qualifications needed to thrive as a Technical Program Manager Scrum Master, and why are they important?

To thrive as a Technical Program Manager Scrum Master, you need a deep understanding of Agile methodologies, program management, and technical project delivery, often supported by certifications like CSM, PMP, or SAFe. Proficiency with project management tools such as Jira, Confluence, and collaboration platforms is typically required. Exceptional communication, leadership, and facilitation skills help align cross-functional teams and resolve conflicts effectively. These skills and qualifications are critical for ensuring projects are delivered on time, within scope, and aligned with business objectives in dynamic technical environments.

What is the difference between a Scrum Master and a technical project manager?

A Scrum Master is a role within Agile teams responsible for facilitating Scrum processes, removing impediments, and coaching team members on Agile practices. A technical project manager oversees project planning, scope, timelines, and resources, often using traditional project management tools, and may coordinate multiple teams or projects. While both roles require strong communication and organizational skills, the Scrum Master focuses on team agility and process, whereas the technical project manager emphasizes project delivery and stakeholder management.

What is the 3 5 3 rule in scrum?

The 3-5-3 rule in Scrum refers to a guideline for daily stand-up meetings, suggesting they should last no more than 15 minutes, with each team member speaking for about 3 minutes, and the entire meeting wrapping up within 3 rounds of updates. As a Technical Program Manager Scrum Master, understanding this rule helps facilitate efficient meetings and maintain team focus on sprint goals.

What are Technical Program Manager Scrum Masters?

Technical Program Manager Scrum Masters are professionals who combine the responsibilities of overseeing large, technical projects (as a Technical Program Manager) with facilitating agile Scrum processes (as a Scrum Master). They coordinate cross-functional teams, remove obstacles, and ensure projects are delivered on time while also promoting agile best practices. Their role involves both technical understanding and strong leadership skills to guide teams through complex software or hardware development cycles.

Contract

About the Role

We are looking for a hands-on Scrum Master / Agile Team Coach to support 3 teams and strengthen team dynamics, collaboration, and delivery effectiveness. This role requires someone who brings a positive, steady, and confident presence to challenging situations. You should be comfortable coaching teams through conflict, resistance, and change while providing clear, direct, and respectful feedback. The right candidate is pragmatic and emotionally intelligent, able to build trust quickly while maintaining a high bar for accountability and outcomes. You will be expected to actively improve how teams work together and ensure delivery continues to move forward. You will actively leverage tools and AI to evolve how the role is performed-using them not only to streamline work, but to generate insights, challenge thinking, and enhance coaching, communication, and decision-making.

Required:

  • Ability to foster healthy team dynamics and address negative behaviors. Strong coaching experience to be able to coach teams into high performance using Agile principles. Ability to support stakeholders and engage in day-to-day team activities, especially with removing impediments. (Bonus) Bringing experience in data and engineering excellence, ideally at scale.

What Success Looks Like

  • Teams collaborate effectively and demonstrate stronger ownership

  • Impediments are surfaced early and addressed quickly

  • Team dynamics improve, with more direct and healthy communication

  • Delivery becomes more consistent and predictable

  • Agile practices are applied pragmatically to improve outcomes

  • Stakeholders are informed, engaged, and confident in progress

  • Teams show increased maturity and self-management

  • AI is used thoughtfully to improve insight, effectiveness, and overall team impact

Key Responsibilities

  • Facilitate Agile ceremonies with a focus on outcomes, not just completion

  • Coach teams toward greater ownership, accountability, and effectiveness

  • Identify and remove impediments while reinforcing team ownership

  • Address negative behaviors directly and constructively

  • Partner with stakeholders to improve clarity, communication, and flow of work

  • Encourage practical experimentation with Agile and engineering practices

  • Use AI and modern tools to enhance team effectiveness, insight, and decision-making

  • Improve team predictability, quality, and continuous improvement

  • Ensure progress and value delivery are visible to stakeholders

  • Contribute to a high-trust, collaborative, and accountable team environment

Required Qualifications

  • 5 years of experience as a Scrum Master, Agile Coach, or similar role

  • Proven experience improving team dynamics, especially in low-accountability or high-friction environments

  • Strong facilitation, communication, and conflict resolution skills

  • Ability to coach teams and stakeholders on Agile principles and ways of working

  • Experience supporting multiple teams or complex team environments

  • Demonstrated ability and curiosity in using AI to enhance thinking, coaching, or team effectiveness

  • Bachelor's degree or equivalent experience

Preferred Qualifications

  • Scrum certification

  • Experience with scaled Agile frameworks

  • Advanced Agile certifications (PSM II, ICP-ATF, ICP-Client)

  • Experience with engineering or data-focused teams

  • Familiarity with Lean-Agile metrics (flow, predictability, team health)

  • Spanish or Portuguese speaking ability

  • Experience partnering with leaders and supporting organizational change

What We're Looking For

  • A leader who is positive, steady, and direct

  • Someone who balances empathy with accountability

  • A coach who drives growth through clear expectations and behavior change

  • Comfortable operating in ambiguity and complex team environments

  • Able to influence without authority and build trust quickly

  • Takes a pragmatic, outcome-driven approach (not overly process-focused)

  • Uses AI as a thought partner and capability multiplier, not just a tool
