AVER is a fast-growing SDVOSB that has achieved significant revenue growth over the past 5 plus years with much of our work focused on Data Analytics, Mission Support, IT Modernization and Biometrics. AVER is seeking a Technical Delivery Manager (TDM) responsible for leading the delivery, execution, and overall performance of large-scale, mission-critical technology programs supporting federal law enforcement operations. This role requires strong technical expertise, hands-on program leadership, and the ability to coordinate across multiple stakeholders while serving as a trusted advisor. The TDM will balance technical, business, and operational priorities to deliver scalable, secure, and mission-aligned solutions. Responsibilities Include:
  • Serve as Technical Delivery Manager, leading the execution of a large federal law enforcement program to ensure operational continuity and mission alignment
  • Lead end-to-end delivery of complex technical programs, including case data platforms, and investigative tools
  • Drive solutioning across business and technical domains, translating mission needs into scalable architectures and execution roadmaps
  • Manage program scope, schedule, budget, and risk across multiple workstreams and teams
  • Act as a hands-on technical leader and advisor to federal clients, internal teams, and external partners, providing clear reporting on objectives, milestones, risks, and key decision points
  • Lead Agile program execution, including sprint planning, backlog management, release coordination, and cross-team integration
  • Oversee system integrations, data pipelines, and platform modernization efforts
  • Ensure compliance with federal security and governance standards (e.g., FedRAMP, NIST, CJIS), including audit readiness and documentation integrity
  • Utilize modern tools (e.g., Jira, Confluence) to drive transparency, tracking, and performance reporting
  • Identify risks, dependencies, and performance gaps, and implement mitigation strategies aligned to mission priorities
  • Lead cross-functional teams and mentor junior staff to drive high-quality delivery

Education Requirements:
  • Bachelor's degree in Information Systems, Computer Science, or a closely related technical field

Experience Requirements:
  • 10+ years of experience in enterprise IT environments leading large-scale systems support, integration, and modernization efforts
  • Experience managing end-to-end federal program lifecycles, from planning through execution and sustainment
  • Experience supporting programs within federal law enforcement or national security environments
  • Proven hands-on technical leadership overseeing program execution and advising federal, internal, and external stakeholders
  • Strong experience reporting on program objectives, risks, budget, schedule, milestones, and critical findings
  • Deep understanding of software development lifecycle (SDLC) and Agile methodologies
  • Experience managing large, multi-vendor or multi-team programs
  • Knowledge of cloud platforms (AWS, Azure, GovCloud)
  • Familiarity with data systems, APIs, integrations, and enterprise architecture
  • Strong communication, stakeholder management, and problem-solving skills
