Overview
The Director, Technical Delivery, is accountable for the strategic and technical direction of system delivery across Quarterhill's customer portfolio, ensuring alignment between Quarterhill's core products and the full range of customer-specific expectations. Acting as the senior technical authority for the delivery organization, the Director sets direction across the program lifecycle, from bid phase through final system acceptance, and leads a team of Technical Delivery Managers (TDMs) in translating complex technical requirements into successful, scalable implementations.
This role is both strategic and hands-on, requiring a proactive, consultative, and solution-oriented leader who can set executive-level delivery strategy and build organizational capability while ensuring delivery excellence across multiple concurrent programs.
Responsibilities
General Leadership & Strategy
  • Partner with Delivery, Product, Program Management, and Business Leadership teams to define and deliver robust solutions aligned with customer and company objectives and represent technical delivery in executive planning and strategy discussions.
  • Serve as the senior technical authority across customer implementations, setting the standard for how product capabilities are matched to client needs.
  • Champion a positive customer experience organization-wide by establishing the frameworks and standards that ensure solution quality, reliability, and responsiveness across all programs.
  • Lead organizational technology assessments, investigations, and continuous improvement initiatives, and drive the resulting changes into delivery practice.
  • Own the refinement and optimization of delivery methodologies for systems across the full portfolio, establishing best practices and standards for the TDM team.
  • Synthesize and elevate customer requirements (both explicit and implicit) across programs to inform product roadmap and business strategy discussions with senior leadership.
  • Maintain expert-level knowledge of tolling systems and Quarterhill's platforms and integrations, and ensure this expertise is cultivated across the delivery team.

Delivery Execution
  • Own delivery outcomes across a portfolio of programs, ensuring on-time, high-quality results and customer satisfaction at scale.
  • Build, lead, and mentor a team of Technical Delivery Managers, providing technical direction, career development, and performance management.
  • Partner with the PMO at a strategic level to ensure disciplined planning, execution, risk management, and reporting standards across all programs.
  • Serve as the highest-level escalation point for technical delivery issues, providing direction and resolution when program-level escalations require executive intervention.

Customer Engagement & Communication
  • Serve as a senior technical executive sponsor for key customer relationships, complementing the day-to-day TDM relationship.
  • Lead solution discussions, articulate technical strategy, and align senior stakeholders, internal and external, on delivery outcomes.

Qualifications
  • Bachelor's degree in Computer Science, Computer Engineering, Electrical Engineering, Information Technology, or a related discipline
  • 10+ years of tolling industry experience, including at least two full-cycle agency system deliveries preferred
  • Demonstrated experience delivering complex or enterprise system solutions
  • Strong understanding of system integration, software delivery lifecycles, and customer implementation strategies
  • Prior experience leading or mentoring technical delivery managers or similar technical leads preferred
