Position Summary

The Subcontracts Manager is responsible for leading and managing all subcontracting activities across projects or within the department. This role oversees subcontract formation, administration, and execution while ensuring compliance with company procedures, contractual requirements, and industry standards. The position provides strategic direction, guidance, and support to project teams and subcontract personnel to ensure effective subcontract management and successful project delivery.

Key Responsibilities

Functional Responsibilities

  • Establish and implement subcontract management strategies, systems, methods, and procedures for projects or departmental functions.
  • Lead or participate in the development and execution of subcontract management strategies.
  • Direct subcontract formation processes for assigned projects.
  • Develop and manage subcontract execution plans, including subcontract plans, logs, and reporting systems.
  • Perform sourcing and pre-qualification of bidders and suppliers.
  • Prepare and issue Requests for Proposals (RFPs) and related documentation.
  • Lead negotiations, formation, and award of subcontracts, including handling claims and correspondence.
  • Support development of project-specific contractual flow-down requirements from prime contracts.
  • Administer subcontracts throughout the project lifecycle, including subcontractor management and invoice review.
  • Manage subcontract closeout processes and ensure proper documentation completion.
  • Ensure proper handling, filing, and documentation of subcontract records in compliance with procedures.
  • Interface with internal stakeholders, including:
  • Legal (terms and conditions)
  • Project Controls (cost, progress, forecasting)
  • Accounting (payments and financial tracking)
  • Engineering (technical scope alignment)
  • Provide guidance and support to Subcontracts Coordinators and Administrators.
  • Maintain direct liaison with subcontract personnel to ensure proper execution and administration.
  • Support procurement activities, including terms and conditions negotiations and coordination with procurement teams.
  • Contribute to the development and management of Master Services Agreements (MSAs).
  • Prepare subcontract activity reports and support data analysis for project tracking.
  • Participate in internal audits and ensure compliance with subcontracting procedures and standards.
  • Support development and continuous improvement of subcontracting procedures and best practices.
  • Lead or participate in departmental initiatives, including Lean and continuous improvement efforts.

Leadership / Management Responsibilitiesย 

  • Provide leadership and direction to subcontract personnel, including coordinators and administrators.ย 
  • Train and guide teams on subcontracting policies, procedures, and best practices.ย 
  • Support performance management and development of team members.ย

  • Drive collaboration across multidisciplinary teams and stakeholders.

Compliance / Operational Responsibilitiesย 

  • Ensure all subcontracting activities comply with company policies, procedures, and regulatory requirements.ย 
  • Maintain accuracy, completeness, and integrity of subcontract documentation.ย 
  • Ensure audit readiness and compliance with internal control processes.ย 
  • Monitor subcontract performance, cost, and schedule compliance.ย 
  • Ensure adherence to contractual obligations and risk management standards.

Qualifications

Required Qualifications

  • Bachelor's degree or equivalent relevant industry experience.
  • Minimum of 8-10 years of experience in subcontract formation and administration within oil & gas or industrial EPC environments.
  • Strong knowledge of contracting and procurement policies, procedures, and industry standards.
  • Proven experience managing subcontracting activities for high-value materials and services.
  • Strong experience with subcontract management tools, KPIs, and systems (e.g., MRP, ERP).
  • Demonstrated leadership and team management experience.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills.

Preferred Qualificationsย 

  • Experience in large-scale EPC project environments.ย 
  • Experience with Lean, Six Sigma, or process improvement methodologies.
