Position Title: Subcontract Administrator & Compliance Specialist

Job Classification: Full-Time

Work Schedule: Monday-Friday, 8 – 5 pm

Reporting Relationship: Compliance Manager

Location: Remote


Description:

The Subcontract & Compliance Specialist will support the administration and compliance oversight of federal contracts subject to the Service Contract Act (SCA) (now the Service Contract Labor Standards under FAR Part 22). This role is responsible for ensuring proper subcontract administration, labor classification compliance, wage determination implementation, and adherence to applicable FAR, DFARS, HHSAR and Department of Labor (DOL) requirements.

This position works closely with Contracts, HR, Payroll, Accounting, and Program Management to ensure accurate and timely compliance with SCA labor standards and subcontract flow-down requirements. This position will support the Contract & Compliance Department with DBA related matters on a as needed basis.

Requirements:

Responsibilities:


Compliance Administration

· Review prime contracts & modifications to identify applicable SCA clauses (including FAR 52.222-41 and related provisions).

· Analyze and implement Wage Determinations (WDs) and applicable updates.

· Ensure proper labor classification alignment with DOL wage determinations.

· Monitor compliance with health & welfare (H&W) benefit requirements.

· Support audits related to SCA compliance, as requested by Contracts & Compliance Manager.

· Support audits related to DBA, as requested by Contracts & Compliance Manager.

· Maintain documentation supporting compliance requirements.

· Coordinate with HR and Payroll to validate compensation alignment with WD requirements.

· Track contract modifications affecting wage determinations and labor categories.

· Set up contracts, contract modifications, and wage updates in ERP system.


Subcontract Administration

· Draft, review, and administer subcontracts under SCA-covered prime contracts

· Draft, review, & administer subcontracts under DBA-covered prime contracts, as required by Contracts Manager

· Ensure proper FAR, DFARS, and SCA clause flow-down to subcontractors.
· Verify subcontractor compliance with wage determinations and certified payroll requirements (if applicable).

Maintain subcontract compliance files.

Set up subcontracts and consulting agreements in ERP system.

Support monitoring of subcontractor labor categories and WD application.

Regulatory & Reporting Support

· Assist with preparation of compliance reports and internal audits.

· Track regulatory updates affecting SCA contracts.

· Support implementation of policies and SOPs related to SCA and subcontract compliance.

· Provide guidance to internal stakeholders on SCA labor standards requirements.


Requirements:

  • Bachelor’s degree in business administration, Finance, Accounting, or related field (or equivalent experience).
  • 2+ years of experience supporting federal contracts.
  • Working knowledge of: - FAR Part 22, SCA, Davis Bacon (DBA), Wage Determinations & subcontract flow-down requirements
  • Experience coordinating with HR and Payroll regarding labor compliance.
  • Strong analytical and documentation skills.
  • Proficiency in Microsoft Office (Excel, Word, Teams, SharePoint).

Preferred:

· Experience with DOL wage determination analysis.

· Familiarity with compliance audits.

· Knowledge of FAR, DFARS, HHSAR and other federal regulations.

· Experience in professional services or healthcare services contracts.

· Experience with contract management systems (e.g., Unanet)
