The Town of Clayton is seeking applicants for a Environmental Program Manager for the Engineering Department. The Town of Clayton employs more than 340 full-time staff in areas including police, fire, and electric utilities. The Town of Clayton also offers a range of PT positions including positions in Parks & Rec, Library, and Cultural Arts.

Duties & Responsibilities
Performs technical work in the implementation and enforcement of the Town's stormwater program, erosion, and sediment control program and NPDES Phase II permit. Work is performed under the general supervision of the Engineering Director.
  • Reviews and approves preliminary plans and stormwater reports submitted to the Planning Department for consistency with the Town's Stormwater Ordinance.
  • Reviews construction drawings (CDs), erosion and sediment control plans and calculations for compliance with Town stormwater standards, erosion, and sediment control standards and NPDES Phase II permit; works with Design Engineers and other professionals to develop and communicate conditions of approval that guide projects toward compliant and acceptable design solutions.
  • Verifies all appropriate legal documents related to stormwater maintenance are recorded to ensure future maintenance responsibilities are upheld.
  • Inspect and coordinate maintenance needs for all Town of Clayton owned stormwater control measures.
  • Conducts field inspections duties to ensure compliance with the Town's environmental regulations.
  • Review and approve as-built plans for stormwater systems and stormwater control measures.
  • Manages and implements the Town's NPDES Phase II Stormwater Permit under the supervision of the Engineering Director.
  • Manages and implements the Town's erosion and sediment control program under the supervision of the Engineering Director.
  • Coordinates compliance with flood damage prevention regulations.
  • Implements the Town's illegal discharge detection and elimination program.
  • Performs dry weather flow and water quality field sampling as needed.
  • Investigates citizen complaints and concerns regarding erosion, drainage, flooding, etc., in a timely manner.
  • Document citizen complaints in a database for annual reporting.
  • Research and purchases spill prevention materials for town facilities and vehicles and ensure installation and training.
  • Assists with an annual education program available to all Town employees, citizens and surrounding communities.
  • Coordinates public outreach and education through annual Town events and citizens groups.
  • Works with citizens, businesses, new personnel, staff, and internal service providers on a variety of customer service issues related to storm water management; responds to citizen requests for storm water information.
  • Prepares and maintains detailed records and files.
  • Assists in preparing annual reports of compliance for NCDEQ.
  • Develop Stormwater Management Plan (SWMP) for Town; review annually and update as needed.
  • Coordinates project approvals with various State and Town agencies.
  • Coordinates field activities and designs changes with the consultants and contractors.
  • Reviews stormwater easement documents.
  • Assists in preparation of bid documents and manages the bid process for stormwater rehabilitation and capital projects as assigned.
  • Performs construction observation for stormwater projects.
  • Generates design calculations and analysis to support solutions to stormwater engineering challenges.
  • Provides design and construction observations for projects such as storm sewer line replacement and extension, and stormwater facility conversions and retrofits.
  • Reviews requests for deviation from the Town of Clayton design manual and submits information and recommendations to Engineering Director.
  • Keeps abreast of legislative actions that may affect the implementation of the stormwater program.
  • Updates Town ordinances as needed with legislative changes.
  • Participate in program audits with various regulatory agencies.
  • Performs related duties as required.

Special Requirements, Education & Experience
  • Thorough knowledge of the principles and practices of civil engineering as applied to land development

Education and Experience:
  • Bachelor Degree required in Civil, Environmental, or Water Resources Engineering, or a closely-related field from an ABET-accredited program.
  • Licenses:
    • Possession of an NC Professional Engineer (PE) license preferred.
    • Certified Floodplain Manager (CFM) in NC preferred.
    • Valid NC Driver's License
  • Minimum of four (4) years of progressively responsible experience in civil or environmental engineering, including direct experience in stormwater management, hydrology, hydraulics, drainage design, or related areas.
