Position Overview
Position Summary:
Under general supervision, assist the Captain under the direction of the Chief of Police in the day-to-day operations of the ENMU Department of Public Safety (DPS). This position serves as the proxy for the Captain in his/her absence. This is a first-line supervisor level position that supervises patrol and certain student security officer operations. The Sergeant is also responsible for scheduling personnel and executing special event operation plans. The Sergeant is charged with ensuring compliance with the department's regulations, handling infractions, and reporting violations to the Captain. The Sergeant shall thoroughly become acquainted with the duties of Student Employees, Police Officers, Detectives, and the Public Safety Support Specialist. The Sergeant shall assist and instruct personnel under their supervision in the proper performance of their duties and shall be responsible for the proficiency, commendation, discipline, conduct, appearance, quality control, and strict attention to duty of all officers and staff under their control. Work involves considerable contact with the public both in adversarial and non-adversarial situations. Work involves an element of personal danger. Work will be performed regardless of weather conditions. This position is required to work a minimum of forty hours per week on a shift that meets departmental needs. This work will include weekends and holidays with possible overtime or call-outs.
Requirements
Duties and Responsibilities:
  • Make recommendations for special events, emergency management, and strategic planning.
  • Organize and schedule staff to coordinate any and all security for special events the ENMU DPS is involved in. Special events include, but are not limited to, athletic events, rodeos, dignitary protection, and student activities.
  • Schedule shifts and special assignments for student security officers and police officers.
  • Maintain quality control on any and all documents or work generated and/or submitted by student security officers and sworn police officers.
  • The Sergeant serves as the first stage of review on any and all police reports and records management documents submitted by departmental personnel under their scope of responsibility.
  • Report fleet deficiencies to the Captain so that equipment can be maintained, equipped, and properly repaired.
  • Assist in formulating policies, regulations, and best practices for the ENMU DPS.
  • Instruct and train new police officers and assist them with concerning and or difficult police problems and cases.
  • Perform all duties and work required of student security officers.
  • Perform all duties and work required of a police officer.
  • Perform all duties and work required of detectives.
  • Prepare reports on a variety of public safety and police activities.
  • Supervise and manage assigned staff and police officers.
  • Maintain active, working knowledge of departmental rules, policies, procedures, and developments in the law that apply to the position as well as to the members under his/her supervision.
  • Keep the Captain promptly briefed on policy matters, potential liability issues, and issues that could both negatively or positively impact the ENMU DPS.
  • Continuously audit the performance of personnel under his/her supervision and management to determine whether they are properly, effectively, and consistently carrying out their duties as assigned. In particular, compares field practices with the standards established through written orders; ensures that when the performance of personnel under his/her command is unsatisfactory, measures are taken through encouragement, corrective action, explanation, referral to his or her superior officer, or other means consistent with departmental policy to see that assure future conduct is acceptable.
  • Submits a written report to the Chief of Police through the chain of command regarding any member of the department who commits a serious breach of the regulations of the department, or where informal corrective measures prove inadequate. Include in this report the complete details of the misconduct and of the corrective measures attempted. Examples of types of misconduct which would ordinarily be considered "serious" include, but are not limited to the following: flagrant refusal to obey orders; the commission of any criminal offense; oral or physical abuse of a member of the public; excessive use of force with a prisoner or, other person; absence without leave; excessive tardiness; a conflict of interest; failure amounting to negligence to discover or act upon a felony or upon the existence of conditions dangerous to the health or safety of the public; repeated failure to respond to orders, instructions or other admonitions to correctly execute duties.
  • Implement all orders received from the Chief of Police. To this end, thoroughly explain to departmental personnel under his or her command the content and meaning of new orders that affect their responsibilities.
  • Accountable for the actions or omissions of officers under his or her supervision that are contrary to departmental regulations or policy.
  • Ensure that all patrol officers receive, serve, or deliver warrants, summonses, subpoenas, or other official papers and perform relevant duties promptly and accurately.
  • Analyze complex police problems and situations and adopt quick, effective, and reasonable courses of action.
  • Command, earn, and maintain respect of department personnel and assign, direct, and supervise their work.
  • Handle the public courteously, professionally, and firmly to establish and maintain satisfactory public relations.
  • Act in the absence of the Captain by making decisions consistent with the Chief's practices, department practices, department policy, leadership style and direction.
  • Regular and predictable attendance required
  • Perform other duties as assigned by the Chief of Police.

Minimum Job Requirements:
  • Must have graduated from a standard senior high school or its equivalent.
  • Must successfully complete a rigid background investigation (Alternative sources will be utilized).
  • Must be absent of adverse and substantiated disciplinary action by the New Mexico Law Enforcement Academy Board.
  • Must have successfully completed or be able to complete a course in first-line supervision, mid-management, or its equivalent within one year of promotion and/or employment in this position.
  • Must have a minimum of three years of law enforcement experience and/or continuous certification. Years of experience may be substituted in lieu of a bachelor's degree in a related field at the discretion of the hiring supervisor.
  • Must be able to lawfully carry a firearm and maintain acceptable training and qualification standards regularly.
  • The completion of an associate's degree or its equivalent in college credit hours is preferred.
  • Bilingual abilities in both Spanish/English are preferred.
  • Must currently reside within the confines of Roosevelt County or thirty-five (35) miles of the exterior perimeter of the ENMU main campus (Portales campus) when such is still within the confines of the State of New Mexico, or be willing to relocate within this area's perimeter within six (6) months of employment (Non-Negotiable)
  • Must be able to pass rigid drug screening requirements.
  • Applicant may be subjected to a CVSA and/or polygraph examination to substantiate information provided in personal history statement.

Bona Fide Occupational Qualifications (29-7-6 NMSA 1978):
  • Must be a citizen of the United States.
  • Must be at least 18 years of age.
  • Must hold a valid and current New Mexico driver's license or must be able to obtain a New Mexico driver's license within 30 days of employment.
  • Must not have been convicted of or pled guilty to or entered a plea of nolo contendere to any felony charge or to any violation of any federal or state law or local ordinance relating to aggravated assault, theft, driving while intoxicated, controlled substances, or other crime involving moral turpitude.
  • Must not have been released or discharged from any of the armed forces of the United States under dishonorable conditions.
  • Must be free of any psychological, emotional, or mental condition that might adversely affect his or her performance as a police officer.
  • Must be free from any physical condition that might adversely affect his or her performance as a police officer.
  • Must possess a valid and current New Mexico police officer certification or the ability to obtain a New Mexico police officer certification within one year of employment.
