DESCRIPTION
About the Position
Lane County Technology Services is seeking a skilled Senior Programmer and Systems Analyst to support PeopleSoft development, administration, and production operations for Lane County and in partnership with a regional government partner. This position is a core member of the PeopleSoft team, working collaboratively with technical staff, functional analysts, and business stakeholders to maintain, enhance, and improve enterprise systems.
The ideal candidate brings strong technical expertise, a solutions-focused mindset, and the ability to work within a collaborative environment where customer service, communication, and dependable technical delivery are essential.
Key responsibilities include:
  • PeopleSoft Development & Technical Support.
  • Develop and maintain PeopleSoft components including PeopleCode, Application Engine, Component Interfaces, Application Packages, SQR, BI/XML Publisher, PS Query, and SQL.
  • Support environment maintenance, patches, updates, PUM activities, and testing.
  • Troubleshoot and resolve technical issues across HCM, Finance, and cross-module functional areas.
  • Support integrations, workflow enhancements, and configuration adjustments within PeopleTools.

Production Support & Collaboration
  • Provide responsive and thorough production support for PeopleSoft end users.
  • Partner closely with functional analysts, business units, and fellow developers to identify root causes and create sustainable long-term solutions.
  • Participate in implementations, upgrades, testing cycles, fit-gap analysis, and cross-agency projects.
  • Document technical solutions, maintain specifications, and contribute to technical standards and knowledge sharing across the team.

Testing & Documentation
  • Develop and execute test plans and scripts for fixes, enhancements, upgrades, and integrations.
  • Maintain and update system documentation, technical guides, and support materials.
  • Contribute to quality assurance efforts, ensuring changes meet functional requirements and technical standards.

QUALIFICATIONS
Training:
  • Equivalent to a bachelor's degree from an accredited college or university with major coursework in computer science or a related field.

Experience:
  • Four years of systems analysis and programming experience that demonstrate increased responsibility in application software maintenance and development.
  • An equivalent combination of experience and training that will demonstrate the required knowledge and abilities is qualifying.

Additional Requirements:
  • Extensive experience supporting PeopleSoft Financials and/or HCM environments.
  • Advanced proficiency with PeopleTools (PeopleCode, Application Engine, CI, Application Packages), SQR, SQL, PS Query, BI/XML Publisher, and Integration Broker.
  • Strong understanding of enterprise business processes such as HR, Payroll, Finance, or related operational domains.
  • Experience with PeopleSoft upgrades, implementations, PUM cycles, and production support.
  • Ability to collaborate effectively within a technical team and across functional stakeholder groups.
  • Strong analytical and problem-solving skills and clear, professional communication abilities.

Special Requirements:
  • As a condition of employment, these positions require a criminal background investigation and a security clearance as required by State or Federal regulatory requirements.
  • This position requires the ability to obtain and maintain the security clearance required for the assignment. Due to federal security requirements, U.S. citizenship is required.

Preferred Qualifications
  • At least 10 years of professional experience in PeopleSoft application development and administration.
  • Bachelor's degree in Computer Science, Information Systems or a related field, or equivalent experience.
  • Experience working in a public sector or multi-agency environment.
  • Experience supporting large-scale or cross-module ERP implementations.
  • PeopleSoft monitoring and performance tuning experience (SQL optimization, web server, configuration, and application).
  • Familiarity with modern development approaches, integration patterns, and workflow design.

If you enroll in the HDHP the County will contribute to your HSA:
For eligible members of unions LCPOA, 626, Admin Pro, and AFSCME Physicians $1,700 for individual coverage and $3,400 for family coverage.
For eligible members of unions AFSCME General, AFSCME Nurses, FOPPO, PAA, and non-represented employees $1,600 for individual coverage and $3,200 for family coverage. Those who complete the requirements to receive the Live Well Credit by November 30, 2026, will receive an additional contribution of $400 individual or $800 family, funded in 2027.
These amounts are prorated based on date of hire.
All eligible employees who complete a Health History Risk Assessment (HHRA), Biometric Screening, and Comprehensive Health Review (CHR) at the Live Well Center receive a $20 per month credit.
