As a Manager of Technical Project and Program Management within Optum Technology, you will play a central leadership role driving cross-alignment across our Center of Excellence (CoE) and Trust Office. You will directly support the Senior Director's strategies and objectives by establishing best practices, frameworks, and standards while tracking progress across critical security and enterprise programs. Working collaboratively across business units, IT, and executive leadership, you will manage executive reporting, dashboards, and risk metrics while leveraging modern digital tools and automated workflows to accelerate execution and optimize operational efficiency.

Primary Responsibilities:

  • Support and drive the vision, strategy, and roadmap for the Center of Excellence (CoE) and Trust Office aligned with enterprise goals
  • Establish best practices, governance frameworks, and operational standards for the security office
  • Support Senior Director strategies and objectives directly, managing program tracking and serving as central program management support across teams
  • Manage executive reporting, dashboards, scorecards, and leadership communications for security maturity, risk reduction, and operational performance across the CoE and Trust Office
  • Use enterprise-approved AI tools to streamline workflows, automate tasks, and drive continuous improvement across program management operations
  • Drive coordination of strategic efforts, ensuring milestones, dependencies, risks, and stakeholder commitments remain on track
  • Monitor and report on key performance indicators (KPIs), compliance metrics, and risk mitigation progress
  • Collaborate with business units, IT, and senior leadership to align CoE initiatives with enterprise priorities
  • Evaluate emerging technology trends to inform solution design and strategic innovation

Required Qualifications:

  • 3 years of technical project or program management experience within enterprise IT, cybersecurity, or Center of Excellence (CoE) environments
  • 3 years of experience developing executive reporting, dashboards, scorecards, and leadership communications for senior decision-makers
  • 3 years of experience defining and tracking key performance indicators (KPIs), compliance metrics, and risk reduction progress
  • Demonstrated experience leveraging enterprise-approved digital and automated tools to optimize project workflows and program tracking
  • Proven track record of managing cross-functional dependencies, milestone tracking, risk mitigation, and strategic roadmap alignment across technical and business teams

Preferred Qualifications:

  • Experience supporting a Trust Office, Information Security, or Cybersecurity Center of Excellence
  • Professional project management or security certification (e.g., PMP, PMI-ACP, CSM, CISSP, or CISM)
  • Hands-on experience utilizing data analytics or productivity-enhancing AI tools to streamline program reporting and decision-making workflows
  • Bachelor's degree or 4 years of technical project management experience

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). The salary for this role will range from $91,700 - $163,700 annually based on full-time employment. We comply with all minimum wage laws as applicable.
