Senior Construction Manager
***Work Location: Joint Base Andrews***
CNDS is seeking an experienced Construction Manager, Architect to support the planning, design, and construction execution of a project to renovate the golf course and clubhouse at Joint Base Andrews (JBA). The positions will provide technical oversight, design review, and construction management support Air Force Civil Engineer Center (AFCEC) located at JBA in the Project Management office during project development and execution. This role will support government project managers and provide technical expertise to ensure the project complies with Department of Defense (DoD) design standards, Unified Facilities Criteria (UFC), and Air Force Civil Engineer requirements.
Candidates must have experience supporting design and construction projects on DoD installations and be capable of coordinating with multiple stakeholders including AFCEC, installation civil engineer staff, design teams, and construction contractors.
Compensation & Benefits:
Estimated Starting Salary Range for Senior Construction Manager $150,000-$170,000 per year.
Pay commensurate with experience.
Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice.
Senior Construction Manager Responsibilities Include:
  • Provide a responsive, flexible full-spectrum installation engineering services.
  • Perform a broad range technical review and advisory/assistance for AFCEC design and construction projects JBA.
  • Perform project status updates, assessments, evaluations, analysis, reports, presentations, management-level project cost and schedule reviews, and other products for use in support of assigned enterprise design agent/construction agent (DA/CA) program workload that consist of Military Construction (MILCON) and Facility Sustainment Restoration and Modernization (FSRM) services.
  • Will prepare and review of statements of work, cost estimates, submittals, and request for information.
  • Will be expected to participate in virtual and on-site design, contract acquisition, construction meetings, and on-site inspections as required.
  • Performs other job-related duties as assigned.
    Provide technical review of design submittals (concept, 35%, 65%, 95%, and final design).
  • Evaluate compliance with DoD Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), Air Force design standards, and installation requirements.
  • Provide constructability reviews, cost awareness, and schedule considerations during design development.
  • Identify design risks, conflicts, and potential impacts to construction execution.
  • Coordinate comments between government stakeholders, design consultants, and installation personnel.
  • Support design charrettes, design review meetings, and stakeholder coordination meetings.
  • Provide construction management and oversight during project execution.
  • Review contractor submittals, RFIs, change orders, and schedules.
  • Monitor construction progress, quality, and compliance with contract documents.
  • Assist government personnel with site inspections, progress meetings, and project documentation.
  • Identify and communicate construction risks, schedule issues, and cost impacts.
  • Support commissioning, punch list development, and project closeout.
  • Coordinate with AFCEC, Base Civil Engineer (BCE), and installation leadership.
  • Assist in resolving technical issues between designers, contractors, and government representatives.
  • Support preparation of briefings, reports, and technical documentation.
  • Provide input for risk management, cost control, and project schedule management.

Senior Construction Manager Experience, Education, Skills, Abilities requested:
  • Bachelor's degree in engineering (civil, mechanical or electrical), Construction Management, Project Management or Registered Architect is required.
  • A minimum of 5 years of experience within the last 10 with Air Force or Department of Defense (DoD) performing facility and infrastructure military construction project management execution
  • Experience supporting design review and construction oversight for projects on DoD installations.
  • Ability to review architectural plans, specifications, and construction documents.
  • Familiarity with DoD Unified Facilities Criteria (UFC) and federal design standards.
  • Experience coordinating with architectural, engineering, and construction teams.
  • Strong coordination and communication skills with multidisciplinary teams.
  • Strong expertise utilizing and applying computer software including Microsoft Office (Excel, Word, PowerPoint), Autodesk AutoCAD, etc.
  • Must be a US citizen.
  • Must successfully pass a federal background check and drug screen as a condition of employment.
  • Must be able to obtain and maintain base access to Joint Base Andrews.

Preferred Qualifications
  • Experience supporting Air Force Civil Engineer Center (AFCEC) or other DoD facilities programs.
  • Design and construction experience with golf courses, clubhouse facilities, recreational facilities, hospitality spaces, or community support buildings.
  • Experience supporting renovation and modernization projects.
  • Knowledge of ADA compliance, life safety codes, and building systems integration.

Candidates with experience in the following areas are highly desirable:
  • Building renovations and facility modernization.
  • Interior layout and space planning.
  • Recreational and hospitality facilities.
  • Building envelope and exterior improvements.
  • Coordination of building systems (MEP integration).
  • Accessibility and life safety compliance.
  • Experience working with DoD design and construction processes.
  • Knowledge of MILCON or non-MILCON project delivery.
  • Experience supporting government project managers during design and construction phases.
  • Familiarity with UFC, UFGS, and federal acquisition/construction processes.
  • Ability to work in collaborative, multi-agency environments.
