NATURE OF WORK This classification involves monitoring, maintaining, and controlling systems related to water, wastewater, and natural gas for the City, including development and design of new control systems. An employee in this position oversees the design, implementation, maintenance and security of the Supervisory Control and Data Acquisition (SCADA) system, ensuring real-time data monitoring and control for treatment and conveyance processes with assistance of staff and contractors for the City; performs System Administration consisting of SCADA servers, databases and communication systems; performs Maintenance and Upgrades consisting of trouble shooting, repair and enhancement of hardware and software; performs Project Management; provides Team Leadership, ensures security and compliance and is responsible for data integrity.

This position also reviews assigned staff work; generates reports; and maintains project records. Examples of Duties ESSENTIAL JOB FUNCTIONS Coordinates the resolution of SCADA problems; administers, troubleshoots SCADA, real-time data and control systems, and coordinates the resolution of hardware/software problems. Participates in establishing work standards, policies and procedures for the use, security, and operation of the computer systems; plans and prepares for events to ensure business continuity and restoration if/when required.

Oversees the design and development of changes to the SCADA system to support operational changes and engineering projects. Maintains standards for SCADA system and ensures application to capital upgrade projects. Provides oversight in maintaining system change management processes staying within customary and accepted audit practices.

Create scripts, reports and troubleshooting Monitors, maintains, and constructs control systems for City water, wastewater, and natural gas. Develops and designs new control systems; maintains and modifies existing systems, either performing the required work directly or supervising the work of other employees, consultants, or contractors. Works collaboratively with design engineers, operations engineers, other department staff, and employees from other City departments.

Confers with and advises subordinates on procedures; makes decisions regarding work methods and approaches in order to produce desired products most efficiently. Oversees the purchase of hardware, software, or service required to repair, replace, enhance, update or improve the SCADA environment, coordinates with vendors for product support. Coordinates with consultants in the development of complex and difficult instrumentation, SCADA, and security monitoring systems; administers the SCADA contract and supervises work; reviews consultants' plans and specifications at various stages of development for conformance to budget funding, program and design standards, completeness and accuracy; suggests changes, additions, and corrections; monitors consultants' cost estimates; and schedules, attends, and writes reports of meetings with consultants and department representatives.

Monitors SCADA servers; monitors plant/lift operations. Troubleshoots and solves problems relating to existing computer, instrumentation, SCADA, video, and other electronic systems. Suggests enhancements to existing process and control systems; identifies areas needing additional process and control systems.

Monitors system installation/construction progress through on-site inspections; consults with contractor representatives, field personnel, engineers and architects to evaluate construction progress; solves field problems; expedites construction efforts by evaluating contractor performance and recommending corrections of deficiencies; keeps engineering operations and field staff informed; coordinates change orders to contracts; and keeps records of owner's allowances. Maintains project administrative records and files. Performs project management, engineering, or other related work as requested or required.

Responsible for writing documentation (examples: control narratives, SOP's, policies) as needed to support job functions. Prepares and executes work performance and safety standards and division policies and procedures. Participates in the selection, placement, promotion, training, safety, appraisal and discipline of assigned employees.

Performs related work as required. Requirements TYPICAL QUALIFICATIONS Bachelor's degree from an accredited school in Electrical Engineering, Information Technology, Computer Science, or a closely related field. Proficiency in SCADA software, PLC programming, SQL and network security.

Strong leadership, communication and project management skills. EXPERIENCE Considerable work experience in design, development, implementation, and management of SCADA, automation or process control in water, energy or manufacturing sectors. Knowledge of network architecture related to computerized instrumentation and process control systems. Knowledge of current costs for computerized and electronic systems related to instrumentation, process control, and SCADA. Knowledge of system and network security.

Ability to inspect complex projects under construction for conformance to contract documents. Ability to analyze and solve complex problems. Ability to perform work in specific control disciplines such as advanced process control (APC), distributed control systems (DCS), programmable logic controllers (PLC), and supervisory control and data acquisition (SCADA).

Ability to establish and maintain effective working relationships with consultants, contractors, supervisors, and department officials. Ability to analyze bids and proposals and make recommendations for award of purchase orders and contracts. Ability to express ideas clearly and concisely, both verbally and in writing.

Ability to plan, organize and supervise professional, technical and clerical employees and provide effective administrative and professional leadership and direction for computer projects and activities. Ability to effectively establish and maintain effective working relationships with employees, outside agencies, vendors, and the public, as necessitated by the work.
