JOB DESCRIPTION
JOB SUMMARY
Under the general direction of the Superintendent, this position performs responsible technical work related to development, operation, maintenance and troubleshooting of all control and Supervisory Control and Data Acquisition (SCADA) systems at various locations throughout the Water Utility System. This position is responsible for analyzing, modifying and writing computer programs utilizing Invensys Wonderware Human Machine Interface (HMI), Siemens TIA Portal, Siemens Step Seven, and Ladder Logic/Function Block, as well as other computer programming protocols. This position modifies existing programs to reflect changing requirements in system or equipment configuration and assists in determining the cause of computer system, program and operating malfunctions.
ESSENTIAL JOB FUNCTIONS
  • Installs and integrates instrumentation, cameras, security system devices, and other devices into SCADA.
  • Insure complete functionality of the SCADA system along with system upgrades and improvements.
  • Assists employees in analyzing and solving computer or information technology issues while coordinating with the City's Information Technology department.
  • Assists management in order to create, edit and troubleshoot historian/reporting which is integrated into reports.
  • Repairs SCADA field devices and related data monitoring equipment.
  • Performs backups of all data files and nodes.
  • Coordinates with contractors who install and test equipment.
  • The majority of position duties are required to be performed on-site.
  • Installs and replaces routers, switches and servers.
  • Maintains the SCADA network and communicates with the Information Technology department regarding network issues.
  • Maintains and troubleshoots the HMI and Programmable Logic Controllers (PLCs).
  • Essential Employees may be required to work during a declared or undeclared emergency.
  • Performs other related job duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES
  • Working knowledge of Windows based computer operating systems to include server / client application.
  • Working knowledge of field I/O devices and access and control concepts.
  • Knowledge of SCADA and Security applications in an industrial facility especially in the area of water plant operations.
  • Knowledge of troubleshooting and programming techniques involving PLC's, field I/O devices, access and control systems, wiring, fiber optic networks, radio communications equipment, and server / client workstations application.
  • Must be able to effectively communicate and demonstrate team skills in working with other staff and the Information Technology Department.
  • Must have a basic understanding of water treatment processes and security requirements.
  • Thorough knowledge of the Microsoft Office Suite
  • Ability to use or repair small/light equipment, such as power tools.
  • Ability to repair, develop, or install telecommunications systems.
  • Ability to repair, develop or install computer hardware or network systems.
  • Ability to repair, develop, or install complex software or management information systems.

EDUCATION AND EXPERIENCE
QUALIFICATIONS
Education and Experience:
Associate's degree in computer science, electronics, or a related field with two (2) years of experience in an instrumentation/SCADA/Security access or IT systems field; or a minimum of five (5) years in an instrumentation/SCADA/Security access or IT systems field.
Special Qualifications:
For positions requiring the operation of City vehicles, must possess a valid current Florida driver's license, or be able to acquire one within 45 days of hire. Journeyman's license and/or HMI and PLC certifications preferred. Previous experience in a computerized maintenance management system preferred.
