Job description

Position Summary

BDR Solutions is seeking an SME Application / API Lifecycle Automation Developer to transform EAG from manual centralized API onboarding to automated developer self-service under EAGMO. This role delivers: Developer Portal, automated onboarding workflows integrated with IRS-owned CI/CD pipelines, Zero Trust governance automation, and observability enhancements. The 75% manual step reduction and 90% automated success rate are formal QASP performance standards — candidates must have documented experience meeting quantified automation delivery targets.

Key Responsibilities

  • Assess current EAG automation capabilities and establish baselines within 60 days of award
  • Design and implement a Developer Portal including searchable API catalog, documentation and specifications, usage instructions, access request workflows, and enterprise IAM integration — Section 508 compliant
  • Design and implement automated API onboarding workflows integrated into IRS-approved CI/CD pipelines: registration, access approval routing, gateway configuration provisioning, policy enforcement, RBAC
  • Achieve and maintain a minimum 75% reduction in manual API onboarding steps per the approved schedule milestone (QASP performance standard)
  • Achieve and maintain a minimum 90% automated onboarding success rate without manual rework (QASP performance standard)
  • Implement standardized API governance automation: specification validation, governance checks, security validation, telemetry validation, and Zero Trust validation gates
  • Ensure 100% of newly onboarded and migrated APIs comply with Zero Trust requirements prior to production deployment
  • Enhance and maintain AppDynamics and ELK dashboards; develop OpenTelemetry implementation roadmap
  • Produce Developer Portal Capability, Automated Onboarding Workflow Implementation, API governance standards, and updated runbooks per the Deliverables schedule

Required Qualifications

  • 5+ years designing, developing, and maintaining API lifecycle automation workflows, developer portals, and API governance tooling
  • API gateway automation: configuration-as-code, automated onboarding pipelines, policy enforcement, RBAC implementation
  • Integration with enterprise CI/CD pipelines within an organization-owned DevSecOps framework — does not own or administer the CI/CD platform
  • Developer portal platforms: Backstage, Stoplight, Kong Dev Portal, Apigee Developer Portal, or comparable
  • Zero Trust API security: authentication, authorization, token validation, encryption, API segmentation, least-privilege access
  • Observability tooling: AppDynamics, ELK stack; OpenTelemetry familiarity
  • Active IRS Minimum Background Investigation (MBI) required

Preferred Qualifications

  • Developer portal delivery for Kong, Apigee, MuleSoft, Azure APIM, or AWS API Gateway
  • Section 508 / WCAG 2.1 accessibility compliance experience for web portal delivery
  • Open Telemetry implementation experience
  • Federal IT automation experience with documented quantified SLA achievement

The salary compensation range for this position is $160,000 – $195,000. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.

This position is contingent upon contract award. Employment is not guaranteed and will proceed only if the associated contract is awarded and funded.

In addition, U.S Citizenship is required. Select applicants will be subject to a government security investigation and must meet eligibility requirements for access to classified information and be able to obtain a government-granted security clearance. Individuals may also be subject to a background investigation including, but not limited to criminal history, employment and education verification, drug testing, and creditworthiness.
