Location: Katy, TX (Onsite Full-Time)

Off Duty Management is the nations leader in managing off-duty programs for law enforcement agencies, supporting over 500 partners across the country. As we continue to expand, we are seeking an experienced Proposal Writer who can play a critical role in securing new partnerships and driving revenue growth.


In this role, you will own the development of compelling, compliant, and strategically tailored proposals in response to RFPs from law enforcement agencies and public sector partners. You will collaborate closely with Marketing, Sales, and Executive Leadership to translate our value proposition into persuasive, client-focused content that wins business.
What Youll Do

  • Lead the development of end-to-end RFP responses, from intake through submission, ensuring compliance with all requirements and evaluation criteria
  • Craft clear, persuasive, and tailored proposal content that aligns with each agencys priorities and decision drivers
  • Research agencies, competitive positioning, and project requirements to inform targeted messaging
  • Partner with internal stakeholders (Sales, Marketing, Leadership) to gather inputs, validate accuracy, and strengthen proposal strategy
  • Manage multiple proposals simultaneously while meeting tight deadlines and maintaining high-quality standards
  • Maintain and improve reusable content libraries, templates, and proposal assets to increase efficiency and consistency
  • Ensure all written content reflects ODMs brand voice, value proposition, and commitment to quality


What You Bring

  • 2+ years of experience in proposal writing, RFP responses, or persuasive B2B content development
  • Proven ability to manage multiple projects and meet deadlines in a fast-paced environment
  • Exceptional writing, editing, and proofreading skills with strong attention to detail
  • Strong research and analytical capabilities to tailor messaging to specific audiences
    Preferred Qualifications
  • Experience with government, public sector, or law enforcement proposals preferred
  • Familiarity with RFP structures, evaluation criteria, and compliance requirements
  • Experience working cross-functionally with Sales, Marketing, and leadership teams
