M&J is seeking Resident Engineers to serve as the Consultant's senior on-site representative and primary liaison with the Maryland Department of Transportation State Highway Administration (MDOT SHA).

Responsibilities

Serve as the Consultant's senior on-site representative and primary liaison with the Maryland Department of Transportation State Highway Administration (MDOT SHA), contractors, utility companies, and other stakeholders.

Provide overall management and administration of Construction Management and Inspection (CMI) services for highway, bridge, and transportation infrastructure projects.

Direct and supervise all project staff including Assistant Resident Engineers, Office Engineers, Senior Inspectors, Inspectors, and specialized inspection personnel.

Ensure construction activities comply with project plans, specifications, contract requirements, environmental permits, and MDOT SHA standards.

Conduct progress meetings, coordination meetings, and partnering meetings with MDOT SHA and contractors.

Review contractor schedules, submittals, shop drawings, and Requests for Information (RFIs).

Review and approve Daily Work Reports (DWRs), inspection reports, and quantity documentation.

Oversee preparation of progress payment estimates, change orders, contract modifications, and force account documentation.

Coordinate resolution of field issues including design conflicts, construction sequencing issues, and contractor claims.

Ensure compliance with safety requirements, environmental regulations, and maintenance of traffic operations.

Ensure proper project documentation and records management in MDOT SHA electronic document management systems.

Qualifications

Required

Bachelor's degree in Civil Engineering or related engineering field.

Professional Engineer (PE) license in Maryland or ability to obtain reciprocity.

Minimum 10-15 years of experience in transportation construction management or construction inspection.

Experience managing CEI/CMI teams on highway or bridge construction projects.

Thorough knowledge of MDOT SHA construction specifications, standards, and contract administration procedures.

Preferred

Certified Construction Manager (CCM) certification.

Prior experience serving as Resident Engineer on MDOT SHA or similar DOT projects.

NICET Level IV certification.

ACI Concrete Field Testing Technician Grade I certification.

OSHA 30

Work zone safety training and traffic control certification.
