Position: Resident Engineer

Reports to: Project Manager


Job Summary:

The Resident Engineer will manage projects for the Project/Construction Management group. In this role, will lead Resident Engineering Inspection teams on Capital Infrastructure projects in transportation (Highways and Bridges) construction projects. Collaborate with client and business development teams with the goal of supporting Construction Management pursuits and proposals.


Technical Responsibilities:

- Responsible for the supervision of the construction inspection of various types of construction projects and enforcing safety and quality requirements.. 

- Serves as the Owner's direct on-site representative to the contractor. 

- Duties include direct supervision of a project's construction engineering/inspection staff, performing quality assurance and oversight of the work in progress and ensuring that the project is constructed in general conformance with the contract plans and specifications. 

- Responsible for performing constructability reviews of design documents; analyzing all technical aspects of construction, reviewing and recommending major construction changes, and supervising construction inspection activities for all phases of the project lifecycle.

- Participates in project meetings and planning sessions.

- Review and process RFI's, submittals, change orders, as-built quantities, and contractor's payments

- Possesses strong supervisory and technical skills; effective time-management skills; strong computer skills; strong mathematical skills including algebra, geometry, and trigonometry; excellent verbal, written, and interpersonal communication skills; able to mentor staff in functional areas of technical construction inspection activities.

- Assigns, instructs, and directs project staff in their work of inspection of the materials and work procedures involved. 

- Possesses an understanding of the equipment, materials and methods utilized by contractors and confirms that these methods conform to the applicable contract plans and specifications. 

- Perform construction inspection and administrative services for cost control, progress control and quality control.

- Prepares and maintains all required reports and verifies that the assigned project has been fully documented. 

- Receives and investigates complaints and inquiries from property owners, citizens, and public officials.

- Represents the owner in dealings with the contractor and public agencies on the local, county, and state levels.

- Directs the activities of sub-consultants and other KSE Departments.

- Is proficient in software required to complete assigned projects.

- Responsive to Client and other KSE Managers/needs.


Administrative Responsibilities:

- Identifies out-of-scope work.

- Monitors invoice ability of self and assigned staff to verify compliance with established goals.

- Familiar with all company policies and procedures and verifies implementation and compliance. 

- Completes time sheet on a daily basis.

- Verifies that assigned staff have been provided with correct time charge information.

- Develops and/or assists in developing training program for staff.

Requirements

Education and Experience:

- Bachelors of science degree, preferably in Engineering, Architectural, or Construction Management 

- Ten (10) years of roadway / bridge experience, at least half of which has been at the Resident Engineer level


Professional Licenses/Registrations:

- Licensed Professional Engineer (PE) in the State of New Jersey, or

- NICET Level IV certification from the National Institute for Certification in Engineering Technologies.

- OSHA 30 preferred


Physical Requirement:

- Fit for highway construction inspection. 

- Possible night shift and weekend work on an emergency basis. 

- Ability to work in diverse weather conditions

- Extended periods of standing and walking, possibly on uneven or challenging terrains

- Climbing, bending, kneeling

- Conduct site visits and inspections to monitor construction activities and ensure they adhere to safety protocols and engineering requirements

- Lift up to and carry up to 25 lbs. 


General Qualities:

- Capable of leading, training, inspiring, and motivating the staff. 

- Provides technical and management support to the Department Manager/Regional Manager/Project Manager. 

- Has full technical and administrative responsibility for interpreting, organizing, executing, and coordinating projects/assignments. 

- Manages a major complex project and/or several routines/fewer complex projects.
