Job Overview
Job Title: Program Manager
Location: Tampa, FL
Job Responsibilities
Trace Systems is looking for a Program Manager who will be a key member of a dynamic, multi-disciplined team. This role will be responsible for management of geographically dispersed services for a variety of DoW customers. This includes research, planning, monitoring, and coordination of personnel, and equipment related to Aerial Intelligence, Surveillance, and Reconnaissance (ISR) support services.
Key Responsibilities
The Program Manager (PM) is accountable for the full lifecycle cost, schedule, and performance management towards achieving successful execution of this contract. This includes direct coordination with government and corporate stakeholders, operational leadership, personnel oversight, risk management, quality assurance, finance, procurement, and acquisition.
Core Responsibilities:
  • Contract Execution & Personnel Management
    Provide full-spectrum oversight of personnel and project operations to meet all contractual requirements. Ensure seamless execution of tasks and deliverables in accordance with program objectives and government expectations.
  • Continuity of Operations
    Serve as the primary continuity point during any staff absences. Maintain operational stability and performance standards without disruption.
  • 24/7 Government Liaison
    Remain available at all times (24/7) for direct contact by the Contracting Officer's Representative (COR) to support mission-critical communication and rapid decision-making.
  • Leadership & Oversight
    Lead and supervise the contractor team; establish priorities, set deadlines, and drive performance. Maintain alignment with cost, schedule, and quality metrics defined by Trace Systems.
  • Performance Evaluation
    Continuously evaluate task and individual performance. Provide feedback, implement corrective actions as necessary, and foster a culture of accountability and excellence.
  • Operational Coordination
    Manage personnel throughout short- and long-term deployments utilizing the appropriate internal service centers for planning, coordination, and execution.
  • Ad Hoc Duties
    Execute additional tasks as required to support evolving program and mission needs.

Minimum Qualifications
  • Active, in-scope US Government issued Top Secret/SCI eligible clearance.
  • Due to the nature of the work and contract requirements, US Citizenship is required.
  • Program Management Professional (PgMP) or Project Management Professional (PMP) certification is required.
  • Must have a minimum of 12 years of experience within the last 15 years managing projects that are of a similar scope and complexity. One of the projects managed must have included ISR support.
  • Possess a minimum of 7 years of experience supporting U.S. Special Operations Command (USSOCOM) or its Component Commands, with a comprehensive understanding of SOF missions, operational environments, command structures, and the unique requirements of the Special Operations community.
  • Must have demonstrated ability, background, and qualifications to lead and manage staff support services, operations, and logistics support.

Desired Qualification
  • GSA FEDSIM Program management experience.
  • Previous US military experience, preferably AISR, related due to the specific nature of this contract.
  • Strong organizational and communication skills; the ability to perform effectively within deadlines.
  • Masters Degree in business management or business administration.

Education
  • Bachelor's degree in Management, Engineering, Intelligence Studies, Geographic Information Systems (GIS)/Geospatial Intelligence, or Aviation/Unmanned Aerial Systems (UAS).
