Job description

GovCIO is hiring an experienced Strategic Communications Specialist to refresh the brand identity differentiate a Department of Veterans Affairs (VA) Data Modernization initiative from competitors, as well as ensure unified messaging. This position is fully remote, located in the United States.
Responsibilities
  • Support the development of a refreshed Summit brand identity, including unified messaging, differentiated value propositions, and supporting documentation to clearly articulate platform capabilities and audience alignment.
  • Produce and manage strategic communications and customer-facing content, helping connect users to available data and tools while creating a "single front door" that explains what Summit is, what it does, and who it serves.
  • Coordinate and support onboarding and stakeholder engagement, ensuring consistent messaging across teams and helping customers understand platform features, enablement pathways, and onboarding processes.
    Develop and execute executive communication support, including leader messaging, organization and employee communications, and presentation content.
  • Plan and prepare messaging for engagements and meetings across the VA and OIT (Office of Information and Technology).
  • Manage SharePoint and Microsoft Teams channels, developing creative content ideas to drive engagement.
  • Build and maintain a communications library of messaging documents, briefing materials, FAQs, good news stories, and other materials.
  • Foster relationships with internal and external stakeholders to build trust and support.
  • Ensure all communication materials are consistent with the VA brand's objectives and values.
  • Implement day-to-day communications tactics outlined in the engagement strategy and communications plan.
  • Monitor trends and best practices in internal communications to improve strategies.
  • Develop strong internal relationships to support communications, stakeholder engagement, and program priorities.
  • Gather, analyze, and report data on marketing and communication campaigns.
  • Use insights from data analysis to adjust strategies and improve outcomes.
  • Innovate and implement new communication tools and techniques.
  • Continuously improve communication processes and strategies.

Qualifications
Required Skills and Experience:
  • Bachelor's degree in business administration, Business Management, Computer Science, Information Systems, Journalism, Marketing, Communications, or related fields (or commensurate experience)
  • 8+ years of experience in communications, project management, marketing, or a similar role.
  • Experience supporting large-scale transformation efforts, including change management messaging, communication sequencing, and stakeholder mapping.
  • Exceptional writing, editing, and presentation skills with the ability to meet tight deadlines, organize complex information, and support leadership communications.
  • Strong verbal communication and organizational skills.
  • Ability to work independently and in a remote team setting.
  • Analytical skills to assess communication processes and campaigns.
  • Project management skills to handle multiple projects and meet deadlines.
  • Interpersonal skills to build strong relationships with team members, stakeholders, and partners.
  • Presentation skills for delivering polished presentations to diverse audiences, including senior executives.

Preferred Skills and Experience:
  • Deep expertise in federal/VA-focused marketing, including familiarity with VA OIT, data platforms, and government program communication norms.
  • Certified in GovDelivery (Granicus) Communications Cloud Training / Certification and Public Affairs & Communications Certification (APCO)
  • Experience with migration support, modernization efforts and platform enhancements
  • Experience in healthcare, finance, government, or technology environments.
  • Familiarity with project management tools and frameworks such as Jira, Confluence, ServiceNow, and SharePoint.
  • Strong analytical skills with experience identifying workflow inefficiencies and recommending improvements.
  • Excellent communication, stakeholder engagement, and documentation skills.
