Summary
The DA&M serves as the principal staff assistant to the Secretary and Deputy Secretary of War for organizational and management matters and provides leadership, oversight, and integration for administrative operations, performance improvement, governance, and support functions across supported organizations in the National Capital Region.

Incumbent typical work assignments may include the following:
  • Serves as an authoritative expert and principal project director for the most complex, highly sensitive, and unprecedented crossfunctional initiatives assigned by the Director of Administration and Management, OSW senior leadership, or other senior Department officials.
  • Exercises complete responsibility for scoping, directing, executing, and integrating enterprise-wide projects that respond to emerging legislative mandates, White House directives, Secretary or Deputy Secretary priorities, critical Department mission shifts, or urgent management requirements affecting multiple DoW Components and supported organizations.
  • Serves as a senior advisor and recognized technical authority on enterprise-level management, organizational structure, administrative operations, performance improvement, and governance.
  • Conducts highly complex qualitative and quantitative analyses of Department-wide programs, management processes, and administrative operations characterized by extreme ambiguity, conflicting data, competing organizational equities, and high-consequence outcomes.
  • Provides definitive advisory and decision-support services directly to the DA&M, Principal Staff Assistants, OSW leadership, and other senior Department officials.
  • Serves as the primary representative and liaison for the DA&M and the Performance Improvement Directorate in high-stakes negotiations, interagency forums, executive steering groups, and senior-level working groups.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in:
  • Performing management and program analysis for complex administrative or organizational programs.
  • Planning or leading studies or projects.
  • Analyzing program effectiveness, operations, policies, or processes; preparing executive-level written products; and coordinating actions with senior stakeholders

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
