Position Summary
Prometheus Federal Services (PFS) is a trusted partner of federal health agencies. We are seeking a Senior Program Analyst to support analysis and evaluation of healthcare program effectiveness as the VA transitions to a modern EHR. The analyst conducts program reviews using systematic methods to assess the quality of current and future VHA programs, measures success and outcomes, and identifies improvement paths. In a surge environment where work arises from real-time operational conditions during EHR Go-Live, recovery, and post go-live operations, this role also assists in executing program operations against established goals and objectives and in identifying the program resources required to meet them.

Essential Duties & Responsibilities
  • Support VHA in the analysis and evaluation of healthcare program effectiveness across service categories
  • Conduct program reviews using systematic methods to assess the quality of current and future VHA programs and determine ways to improve them
  • Measure success, outcomes, and improvement across surge-supported programs
  • Assist VHA in executing program operations to meet previously established goals and objectives
  • Provide input on program evaluation and on the improvement of the organization and management of projects and programs to increase productivity and program performance
  • Assist in the identification of program resources and support long-term staffing analysis for functions impacted by new systems and workflows
  • Develop program reports, status products, and executive-level briefing materials
  • Support planning, coordination, risk management, status reporting, and cross-functional integration for surge-related tasks
  • Support prioritization within the Tiered Hub process based on importance, urgency, and operational impact
  • Support reporting and analytics activities, identifying gaps in current reporting practices and recommending improvements
Minimum Qualifications
  • Bachelor's degree (BA/BS) required
  • Minimum of eight (8) years of relevant professional experience
  • Proven and extensive experience in a large-scale integrated health care system
  • Demonstrated experience conducting program reviews, program evaluation, and outcome measurement
  • Experience identifying program resources and developing program reports
  • Demonstrated ability to support program operations against established goals and objectives
  • Strong written and oral communication, presentation, and facilitation skills at an executive level
  • Knowledge of SharePoint Online, Office 365, Power Apps, Power Automate, and Power BI at an expert level
  • Authorized to work in the U.S. indefinitely without sponsorship.
  • Ability to obtain and maintain a VA Low/NACI background investigation.

Preferred Qualification
  • Experience with substantive programs focused on Veterans health care and outreach preferred
  • Experience supporting electronic health record deployment, recovery, or post go-live operations
  • Experience supporting VHA
  • Knowledge of Access and Excel spreadsheets, macros, and executive-level reporting

The posted salary range is the company's good-faith estimate for this role. PFS benefits and compensation are determined by various factors, including, but not limited to, location; the individual's particular combination of education, knowledge, skills, competencies, and experience; as well as contract and organizational requirements.
Salary Range: $115,000 - $130,000
