Job description

Description:

The Program Evaluation Lead is responsible for leading the design, development, and execution of program evaluation frameworks supporting large-scale healthcare transformation, public health, and government modernization initiatives. This role oversees evaluation methodologies, performance measurement strategies, outcome tracking, and reporting activities to support data-driven decision-making and program accountability.


The Program Evaluation Lead works closely with program leadership, operational teams, analysts, client stakeholders, and external partners to establish meaningful evaluation approaches aligned with program objectives, contractual requirements, and applicable federal and state guidance.


This role requires strong analytical expertise, strategic thinking, and the ability to translate complex operational and performance data into actionable insights and executive-level reporting. The ideal candidate brings experience supporting healthcare program evaluation, public health analytics, outcomes measurement, and performance monitoring initiatives within healthcare or government environments.


This role may support Rural Health Transformation Programs (RHTP) and other state-led healthcare transformation initiatives focused on improving healthcare access, quality, delivery system performance, care coordination, and population health outcomes.



Key Responsibilities

Evaluation Strategy & Framework Development

  • Lead development and implementation of program evaluation frameworks, performance measurement methodologies, and monitoring strategies.
  • Design and maintain evaluation plans, logic models, key performance indicator (KPI) frameworks, and outcome measurement approaches aligned with program goals and reporting requirements.
  • Develop methodologies for tracking operational performance, process improvement activities, outcome measures, and program effectiveness.
  • Ensure evaluation activities align with contractual obligations, federal guidance, grant requirements, and client expectations.
  • Support development of data collection strategies, reporting standards, and performance monitoring processes.

Performance Measurement & Analytics

  • Lead performance tracking and analysis activities across program workstreams and operational initiatives.
  • Analyze quantitative and qualitative program data to identify trends, risks, opportunities, and performance outcomes.
  • Develop dashboards, scorecards, reports, and visualizations that support executive decision-making and stakeholder reporting.
  • Monitor key performance indicators (KPIs), milestones, and operational metrics to support continuous program improvement.
  • Support evaluation of healthcare transformation initiatives, public health programs, operational modernization efforts, and grant-funded activities.

Reporting & Stakeholder Engagement

  • Prepare evaluation reports, executive summaries, presentations, and performance reporting deliverables.
  • Present findings, recommendations, and performance insights to program leadership, stakeholders, and client teams.
  • Collaborate with operational, technical, and program teams to validate findings and ensure accuracy of reporting outputs.
  • Support audit readiness, compliance reporting, and documentation activities associated with evaluation and monitoring functions.
  • Facilitate discussions related to performance improvement opportunities, evaluation outcomes, and program effectiveness.

Program Support & Collaboration

  • Collaborate with cross-functional teams to align evaluation activities with operational priorities and implementation efforts.
  • Support integration of evaluation practices into broader Program Management Office (PMO), governance, and program management activities.
  • Provide guidance related to performance measurement best practices, data interpretation, and evaluation methodologies.
  • Contribute to strategic planning, operational improvement initiatives, and program performance discussions.

Team Collaboration

  • Demonstrate professionalism, accountability, responsiveness, and strong analytical capabilities.
  • Collaborate effectively across diverse stakeholder groups in a fast-paced and highly collaborative environment.
  • Promote a culture of data-informed decision-making, continuous improvement, and operational excellence.
Requirements:

Education & Experience

  • Bachelorโ€™s degree required in Public Health, Epidemiology, Data Analytics, Statistics, Health Policy, Healthcare Administration, or a related field.
  • Masterโ€™s degree in Public Health, Epidemiology, Data Analytics, Statistics, Health Policy, or related discipline preferred.
  • Minimum of 8 years of experience supporting healthcare program evaluation, public health analytics, performance measurement, outcomes analysis, or federal/state grant evaluation initiatives.
  • Demonstrated experience designing evaluation frameworks, key performance indicator (KPI) methodologies, performance measurement strategies, and reporting approaches.
  • Experience supporting healthcare transformation initiatives, public health programs, Medicaid programs, or government-funded healthcare initiatives preferred.
  • Experience supporting Centers for Medicare and Medicaid Services (CMS), Health and Human Services (HHS), public health agencies, or grant-funded environments preferred.

Required Knowledge, Skills & Abilities

  • Strong knowledge of program evaluation methodologies, performance measurement frameworks, and outcomes analysis techniques.
  • Experience designing and implementing key performance indicator (KPI) frameworks, logic models, scorecards, and performance monitoring strategies.
  • Strong analytical and critical thinking skills with the ability to synthesize complex data into actionable insights.
  • Experience preparing executive reports, dashboards, presentations, and data visualizations for diverse audiences.
  • Knowledge of healthcare operations, public health programs, grant-funded initiatives, or government program environments.
  • Strong verbal and written communication skills with the ability to present findings clearly and effectively.
  • Ability to manage multiple priorities, deadlines, and reporting requirements in fast-paced environments.
  • Proficiency with Microsoft Office Suite including Excel, PowerPoint, Word, Teams, and SharePoint.
  • Experience working collaboratively across operational, technical, analytical, and leadership teams.
  • Strong attention to detail, organizational skills, and problem-solving capabilities.

Work Schedule

Consistent, full-time work expected Monday โ€“ Friday, eight hours per day in a focused and fast-paced environment.
