Job description

BLH Technologies, Inc., is seeking a Program Analyst to support a federal contract with the U.S. Department of Health and Human Services (HHS). This role will manage a portfolio of grant-funded projects focused on community economic development, rural infrastructure, and services for low-income populations.

The Program Analyst will be responsible for overseeing a caseload of grant recipients, monitoring project performance, and supporting program evaluation and reporting efforts. This role requires strong analytical skills, attention to detail, and the ability to work closely with federal staff and external stakeholders to ensure effective grant implementation and compliance.

Duties include but are not limited to:

• Manage a portfolio of up to 40 grant recipient projects, providing oversight and support to ensure successful implementation.

• Monitor grant performance, progress, and compliance with program requirements.

• Analyze program and recipient data to identify trends, risks, and opportunities for improvement.

• Support preparation of program reports, including performance summaries and inputs to Reports to Congress.

• Assist with review and assessment of recipient progress reports and other required documentation.

• Coordinate with program staff and stakeholders to address issues, provide recommendations, and support decision-making.

• Support technical assistance efforts by identifying recipients in need of additional support.

• Contribute to annual grant reviews and prioritization of monitoring activities.

• Assist with data collection, evaluation, and reporting processes across the program portfolio.

• Maintain accurate tracking of project status, deliverables, and outcomes.

Requirements:

• Master's degree in a related field (or bachelor's plus equivalent experience)

• Experience supporting federal grant programs

• Experience with grant monitoring, performance tracking, or program evaluation

• Strong analytical skills and experience with data collection, analysis, and reporting

• Experience reviewing and interpreting program or performance reports

• Ability to manage multiple priorities and track a portfolio of projects simultaneously

• Strong written and verbal communication skills

• Ability to obtain a U.S. Government clearance for facility and system access

This position is contingent upon contract award and funding. Candidates may be interviewed and selected prior to award; start dates are dependent on contract execution.

Work Location: Washington, DC Metro area. May require occasional travel.
