Job description

AUDITOR (Remote)
Essential Job:
Ability to be able to audit services:
a. Audit proposals from A/E firms to determine whether the proposed direct labor rates and overhead rates for proposed services reflect salary and overhead expenses that are allowable, allocable, and reasonable in accordance with FAR Subpart 31.2 and whether the proposed escalation factor is reasonable.
b. Review the proposing A/E firm’s timekeeping and accounting systems to determine if they are capable of properly segregating direct vs. indirect costs.
c. Review payroll records (to include salary surveys and contingent offer letters) supporting the proposed direct labor rates.
d. Verify incurred overhead expenses are properly applied to the firm’s accounting records.
e. Review the firm’s overhead expense accounts for potential unallowable expenses.
f. Review evidence supporting overhead expenses incurred (on a test basis).
g. Perform a trend analysis of the firm’s historical overhead expenses incurred.
h. Evaluate the reasonableness of the firm’s proposed overhead rate(s) and develop alternative overhead rates(s) as necessary.
i. Review historical and projected labor escalation.
j. Review direct labor rates, overhead rate(s), and labor escalation factor for the four option years after the initial base year.
Skills:
Must be able to provide:
• Audit reports that consist of, at a minimum, a summary of findings, details of review and recommendations.
• Audit reports should be completed 60 days after assignment issued.
• The estimated total number of audits to be completed is approximately 240.
Knowledge in how to perform audits/assessments of financial reporting and operations for construction in the Federal Government
- Experience producing deliverables in alternate formats including, Word, Excel, Access, PowerPoint, and Visio
- Expert knowledge in federal accounting standards and the US Standard General Ledger (USSGL)
Qualifications:
-Education: BS/BA Degree in accounting
- Certification: None Required
- Years of Experience: at least 3 years
