Position Overview:

The Department of Healthcare and Family Services (HFS), Office of Procurement Management (OPM) is seeking to hire a Grants Process & Compliance Administrator to lead the development and implementation of standardized processes, internal controls, and documentation practices supporting the Department's growing grants portfolio. This position will serve as a key coordination point across program areas, Fiscal, the Office of Accountability and Compliance (CAO), and the Office of General Counsel (OGC) to ensure grant-related documentation is consistent, compliant, and audit-ready.

The ideal candidate is a strategic and detail-oriented professional with strong experience in process improvement, cross-functional coordination, and establishing effective internal controls in a complex, fast-paced environment. This individual should be highly organized, able to manage multiple priorities, and skilled at working collaboratively across diverse teams to drive consistency, accountability, and efficiency. Essential Functions
  • Subject to management approval, serves as the Grants Process & Compliance Administrator for the Illinois Department of Healthcare and Family Services (HFS).
  • Designs, develops, and implements standardized workflows and internal controls to support the efficient processing and documentation of grant activities.
  • Serves as full line supervisor.
  • Represents the Agency Procurement Officer in communications with internal and external stakeholders as it relates to grants processes, documentation standards, and internal controls, ensuring clarity and consistency in implementation.
  • Supports the development and implementation of internal controls and documentation standards to ensure compliance with State and federal requirements.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires the completion of four (4) years of college with course work in business or public administration.
  • Requires four (4) years of progressively responsible administrative experience in a public or private organization.
Preferred Qualifications
  • Four (4) years of professional experience formulating and implementing policy for a public or private organization.
  • Four (4) years of professional experience managing a statewide federal or state or private grant program.
  • Four (4) years of professional experience reviewing new and/or existing legislation to determine the impact on an organization.
  • Four (4) years of professional experience responding to inquiries from elected officials, their staff, advocates, and other stakeholders.
  • Four (4) years of professional experience communicating in verbal and written form including in-person or virtual presentations with diverse internal and external colleagues and stakeholders and communities.
  • Four (4) years of professional experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism.
  • Three (3) years of professional supervisory experience.
  • Advanced degree in public or business administration.
Conditions of Employment
  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires the ability to utilize and maintain state issued equipment such as a laptop and cell phone.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.
