Job description

Requisition ID2026-4547Job Summary

The EHRM Program Operations Specialist brings senior operational execution capacity - not just advisory capacity - supporting the VHA Office of Clinical Informatics (OCI) in the stabilization, recovery, and Post Go-Live (PGL) operation of the Oracle Health Federal Electronic Health Record (EHR). The incumbent covers the execution and operations management dimension across training operations and value stream work, coordinating organizational activities and driving overall operations improvement in support of EHR Go-Live and PGL Operations.

Primary Responsibilities
  • Coordinate the activities of organizations supporting EHR Go-Live, recovery, and PGL Operations; direct the production and distribution of healthcare support services and drive overall operations improvement.
  • Support Value Stream Enablement by aligning teams, resources, and execution activities to deliver value efficiently as VHA scales from six live sites to many more.
  • Support centralized upskilling and onboarding operations, including logistics for training delivery, scheduling, and shipment of training aids to off-site upskilling locations.
  • Forecast operational demand and coordinate with managers across departments to sequence and resource surge tasks.
  • Maintain and improve standard operating procedures, operational trackers, and execution cadences for surge-support projects.
  • Support the Tiered Hub prioritization process and operational metrics monitoring to enable rapid, targeted interventions.
  • Contribute to weekly task reports, bi-monthly budget trackers, and monthly progress reports.
Minimum Qualifications
  • Bachelor's degree (BA/BS).
  • Minimum 8 years of relevant production/operations experience.
Desired Qualifications
  • Experience in healthcare operations or health IT program execution, ideally in a large integrated delivery system or VHA.
  • Experience supporting EHR deployment, training operations, or command-center logistics.
  • Familiarity with Lean/Agile execution practices and operational performance metrics.

Additional Requirements (All Positions)

  • Ability to read, write, speak, and understand the English language.
  • Ability to obtain and maintain a favorable VA background investigation at the Low Risk / NACI level, including electronic fingerprinting and e-QIP submission.
  • All work must be performed within the United States; remote work is performed via VA-approved remote access (Citrix Access Gateway) in accordance with VA Handbook 6500 requirements.
  • Availability for occasional CONUS travel to VA Medical Centers (approximately 5-day site visits) in support of EHR Go-Live and Post Go-Live activities, as authorized by the Government.
  • Proficiency with Microsoft Office 365 applications; working knowledge of SharePoint Online, Power Apps, Power Automate, and Power BI is strongly preferred per the task order Quality Assurance Surveillance Plan.
