About the Role:
eSkillz is looking for a Government Contracts Administrator to enhance our Professional Services team. In this role, you will...
  • Manage day-to-day operations of government programs and projects, monitor contract performance, compliance, reporting, and invoicing. You will maintain contract records and respond to customer and vendor questions and requests. This role will interface with internal and external stakeholders. You will be responsible for defining, documenting, and following processes and procedures to manage vendor and customer relationships and procurement.
  • The ideal candidate will have excellent attention to detail and project management skills, deep understanding of Federal government procurement, contract vehicles, FAR regulations, dynamic customer engagement and relationship management abilities, strong account management skills, and experience in the Human Capital Management and/or Learning & Development space.
  • The role is a remote-based position with occasional travel.

What you'll do:
  • Define, document and develop processes and procedures to manage vendor and customer relationships, contracts, and procurement processes for federal clients
  • Act as the primary point of contact for contract vehicle and contracts management, inquiries, issue resolution, and quality assurance
  • Manage and collaborate with key stakeholders to plan for contract renewals, assess client needs, meet with client leads to define final contract requirements and scope, and generate contracts.
  • Perform contract administration tasks and contract closeout
  • Track contract financials, budget, burn rate, forecast
  • Identify risks to contract compliance and delivery and collaborate with the internal team to define and execute mitigation solutions
  • Thoroughly review contractual documents for requirements, accuracy, acceptability, executability, and legal and administrative sufficiency
  • Conduct research and define key requirements and how eSkillz can leverage different government contracting vehicles to offer its services and the offerings of its vendor partners to the government
  • Maintain and work on updates to pricing schedules
  • Develop tracking for contract renewals

SEWP-specific:
  • Be responsible for performance & efficiency of SEWP program, orders, and contracts
  • Serve as main point of contact for SEWP clients and internal resources assigned to facilitate SEWP order fulfillment and mitigate risks impacting delivery of order requests
  • Manage creation/upkeep of eSkillz SEWP client facing webpage on corporate website. Website includes eSkillz SEWP team contact information, downloadable versions of current price and ordering guides, link to SEWP contact information and online resources
  • Oversees electronic channels and ticketing systems that log SEWP order requests received via SAM.gov, email, or eSkillz SEWP webpage
  • Provide oversight & ensures appropriate resources are assigned to intake SEWP orders and efficiently generate responses that meet submission deadlines
  • Maintain eSkillz SEWP pricing and ordering guides
  • Perform requirements identification on received SEWP order requests to confirm how Contractor's services align to SEWP order specifications
  • Assign response/quote generation to eSkillz Proposal Team. Ensures created quote follows SEWP procedures and policies
  • Troubleshoot and remediate issues affecting the response submission
  • Generate and submit Technology Refreshment Report to denote current offerings
  • Maintain SEWP catalog pricing integrity of product pricing entries to ensure quote submissions are compliant with SEWP's pricing program regulations
  • Review contract details with Service Delivery Management to facilitate project team assignment and knowledge transfer
  • Facilitate Sales to Services Transition call to inform eSkillz Services Team of requested services and SEWP agency points of contact
  • Conduct routine audit reviews and reporting of internal work processes and delivery channels dedicated to SEWP order processing
  • Submit required SEWP reports and invoices, and CPARS evaluations in accordance to SEWP procedures and policies
  • Generate and submit quotes per SEWP policies and procedures
  • Collaborate with Accounting to validate SEWP fees and authorize payment
  • Routinely meet with SEWP PMO for program feedback & improvement
  • Attend SEWP training. Oversee SEWP team members attend training
  • Monitor program activity and track order performance to ensure committed delivery dates are consistently met to maintain an Excellent rating status for SEWP compliance and performance ratings
  • Drive continuous improvement for process efficiencies and resource allocation needs
  • Identify and interpret SEWP policy changes to adjust and realign operational SOPs to ensure program compliance and high performance ratings are maintained
  • Provide regular cadence of program reporting and conduct debriefs to the eSkillz Leadership Team
  • Perform a variety of contracts-related and project operations administrative tasks.

What you'll need:
  • At least 2 years of experience generating, reviewing and processing Federal government contracts with knowledge of FAR, Federal contracting lifecycle, and contract vehicles.
  • Experience working with GSA MAS and SEWP contract vehicles
  • Demonstrated experience on all contract types (FFP, T&M, etc.)
  • Strong presentation, communication, documentation, organization and consulting skills.
  • Proficient in Microsoft Office programs.
  • Excellent ability to self-manage in a fast-paced environment with an ability to multi-task.
  • Ability to think strategically and proactively recommend and collaboratively execute solutions with the team.
  • Excellent customer service, interpersonal, and communication skills.
  • Strong analytical and problem-solving ability.
  • Strong organizational skills and attention to detail.
  • Ability to multi-task; organize and prioritize multiple on-going projects
  • Ability to plan and work flexibly to ensure deadlines are met and any unexpected interruptions are dealt with in a timely manner.
  • Eligible and willing to obtain and maintain a government clearance.
  • Must be a U.S. citizen.
