Summary
You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Contracts Department of NAVSURFWARFCTR PANAMA CITY DIVISION.
The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $138,370).

  • You will monitor and track the team's workload, ensuring contract actions are executed timely and comply with pertinent statutes and regulations.
  • You will motivate, lead, mentor, and train a diverse team while fostering collaboration and high performance.

  • You will use Contract eBusiness Systems, including Electronic Procurement Systems (EPS), Seaport, and Acquisition Management System (AMS).
  • You will ensure the organization's strategic plan, mission, vision, and values are integrated into the team's work through clear communication and aligned goals.
  • You will communicate assignments, actionable steps, milestones, and deadlines to ensure focused and timely completion of work.
  • You will guide the team in applying effective problem-solving techniques, advising on work methods, and identifying viable solutions.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional contracting specialist performing pre-award and post-award contracting actions while providing guidance to contracting professionals and stakeholders. This experience must present contracting capability performing at least two of the following: developing acquisition strategies, resolving procurement problems across organizational levels, or providing contracting advice for warfare center or similar operational command customers.

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
