Summary
This position is located in the the office of the Principal Deputy Assistant Secretary (PDAS) and Director of the Diplomatic Security Service (DS/DSS), Department of State. As the law enforcement and security arm of the Department of State, DSS serves as the focal point for intradepartmental and external communication on all law enforcement and security issues related to the bureau's equities in the United States and abroad.

Duties
Help
- Plans and develops strategic marketing plans for high priority official written statements, Department presentations, and articles regarding international law enforcement and security issues.
- Develops and maintains strategic relationships with media stakeholders to facilitate communication and understanding regarding DSS's law enforcement and security issues.
- Develops and establishes clear and measurable communications strategy objectives and performance metrics.
- Provides advice and
recommendations on improving DSS law enforcement and security services content coverage to strengthen public understanding and introduce new communication opportunities.
- Implement digital tools for project management, engagement analysis, and media management, including AI-driven solutions.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience developing, implementing, and managing comprehensive strategic communications programs.
- Experience coordinating communications content and messaging strategies on law enforcement and/or security issues.
- Experience evaluating the effectiveness of strategic communications programs and multimedia messaging campaigns.
There is no substitute of education for specialized experience for the GS-14 position.
