Proposal Operations Lead - Millennium Space Systems

Job Summary: Lead of proposal and new business capture operations, processes, templates, Gated practice, and repositories. Execution of proposals through the support of proposal managers and capture team leaders. Assists in the development and integration of programs, plans, strategies and processes to meet business goals for authorization, such as sourcing strategy and cost imperatives. Supports the coordination and clarifies the analysis with business partners to validate results and determine scope to meet long range business goals and develop business cases. Coordinates the commitments with internal and external organizations to fulfill strategies. Identifies risk and opportunity potential in proposal operations execution. Meets with leadership to gain approval. Provides implementation direction for work authorization. Collects, organizes and provides data according to established processes within the management system to maintain status of proposals, customer and supplier relationships. Ensures follow up action for issue resolution. Provides coaching and guidance to less experienced personnel.

Position Responsibilities:
  • Organize, plan, schedule and lead the execution of proposal processes with proposal managers and capture managers to ensure proposals are properly staffed, Gated, and aligned with the company strategy
  • Coordinate across Boeing business units to align proposal efforts, Gates, and reporting of new business campaigns
  • Create, collect, report, and trend metrics for operational efficiency of proposal operations
  • Determine the process to be used to accomplish new business goals, properly document processes to enable seamless proposal operations, organize people and activities, separate and combine tasks into efficient work flow, identify opportunities for synergy and integration, and simplify complex processes

Basic Qualifications (Required Skills/Experience):
  • 2 years of project and process execution as the individual contributor or project lead demonstrating ability to achieve desired outcomes on projects, on-time and within budget. Ability to co-define the project, design and plan the project, and manage the project team. Ability to understand the big picture and the inter-relationships of all positions and activities in the project, including the impact of changes in one area on another area
  • This position requires the ability to obtain a US Security Clearance for which the US Government requires US Citizenship. A final U.S. clearance Post Start is required

  • 3 years of project and process execution as the individual contributor or project lead demonstrating ability to achieve desired outcomes on projects, on-time and within budget. Summary pay range:Level 4: $126,650 - $186,250
