Position Summary

CSII is seeking a driven and detail-oriented Proposal Development & Marketing Lead to own the development of RFP responses and support marketing initiatives that drive business growth.


This high-impact individual contributor role serves as the primary owner of the proposal lifecycle while leading marketing content development, client engagement initiatives, and trade show execution. The ideal candidate is a strong writer, highly organized, and thrives in a deadline-driven environment while collaborating across departments to deliver high-quality, compliant submissions and impactful marketing efforts.

Key Responsibilities & Success Outcomes


RFP & Proposal Management (Primary Focus)

  • Own the end-to-end proposal development process, ensuring on-time, accurate, compelling, and compliant submissions
  • Write, edit, and assemble proposals by section, including final formatting (tabs, printed copies, and PDF submissions)
  • Review RFP specifications to determine CSIIs bid/no-bid intent and outline exceptions for executive review
  • Coordinate and obtain required documentation (e.g., insurance, financials, compliance materials) from internal stakeholders including CFO, legal, IT, operations, and leadership
  • Drive proposal schedules, timelines, and cross-functional collaboration to ensure timely completion of deliverables
  • Track and manage the RFP pipeline, documentation, and submission outcomes
  • Monitor industry RFP opportunities and pull relevant RFP documents for evaluation
  • Conduct competitive research, including requesting non-awarded proposals (e.g., Texas Open Records Act)
  • Build, maintain, and continuously improve a centralized proposal library, templates, response repository, and style guidelines
  • Identify opportunities to enhance proposal quality, efficiency, and consistency through process improvements and best practices


Marketing & Client Engagement

  • Develop and maintain marketing materials for proposals, prospects, and client presentations
  • Coordinate client communications, including newsletters and outreach initiatives
  • Manage client engagement efforts such as birthday cards, gifting, and promotional giveaways
  • Support annual client initiatives, including holiday (Christmas/Thanksgiving) and relationship-building projects
  • Maintain and update website content (front-end) and ensure consistent branding across all materials
  • Create and refine marketing content that supports business development objectives and strengthens client relationships


Events & Trade Shows

  • Lead planning and execution of CSIIs annual trade show strategy and schedule
  • Manage all logistics, including booth selection, registration, travel, and accommodations
  • Oversee ordering and preparation of branding materials, banners, and promotional items
  • Drive client engagement efforts by coordinating meetings, identifying attendees, and managing tracking tools (e.g., boards/sheets)
  • Manage pre-event and post-event communications, including outreach and follow-up emails
  • Coordinate client gifts, giveaways, and trade show prizes
  • Ensure all trade show materials and displays are updated, accurate, and event-ready
  • Support post-event review and follow-up to maximize engagement and ROI

Administrative & Operational Support

  • Manage administrative items including contracts, BAAs, and subcontractor-related documentation
  • Maintain and utilize systems such as MyGovWatch for tracking opportunities and updates
  • Organize proposal-related materials, files, and supporting documentation
  • Support internal workflows and process improvements across proposal and marketing functions
  • Contribute to special projects and company initiatives as needed


Required Qualifications

  • Bachelors degree in marketing, Business, Communications, or related field (or equivalent experience)
  • 36+ years of experience in proposal development, marketing, communications, business development, or related functions
  • Strong writing, editing, and communication skills
  • Highly organized with strong attention to detail
  • Ability to manage multiple deadlines in a fast-paced environment
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint)


Preferred Qualifications

  • Experience owning or leading proposal and RFP development processes
  • Experience with CRM systems, marketing platforms, or proposal tools
  • Experience using AI-powered tools to support proposal development, content creation, research, or workflow efficiency
  • Experience in collections, healthcare, financial services, government contracting, or other regulated industries
