The Proposal Manager oversees the full lifecycle of proposal development from initial RFP release through final submission. This role coordinates cross functional teams, manages schedules and compliance, and ensures that all proposal deliverables are high quality, compelling, and fully aligned with customer requirements. The Proposal Manager partners closely with sales, solution consultants, pricing, legal, and leadership teams to produce winning responses that support organizational growth.

How You'll Make an Impact

  • Analyze RFP requirements and make proposal process and content recommendations.

  • Provide guidance to writers, organizational leads, and proposal team members.

  • Define proposal style conventions in accordance with proposal center standards and RFP requirements; approve templates, covers, spines, tabs, labels, and associated graphics.

  • Develop and maintain proposal schedules and compliant outlines.

  • Consolidate RFP questions and facilitate internal review and approval prior to submission.

  • Lead proposal kick-off meetings, status meetings, and color reviews.

  • Ensure full compliance with RFP requirements throughout the proposal lifecycle.

  • Coordinate reviews with Legal, Contracts, Insurance, and other required stakeholders.

  • Ensure all required forms and documentation are completed by the appropriate personnel.

  • Prepare review packages and provide guidance to contributors and reviewers.

  • Maintain and manage the proposal collaboration workspace.

  • Coordinate and support graphics development and production activities.

  • Review proposal content for quality, consistency, and compliance.

  • Ensure timely production and coordinate final delivery and submission plans.

  • Lead final book check reviews.

  • Communicate proposal status clearly and escalate risks or concerns to senior leadership when necessary.

  • Track and confirm successful proposal delivery and submission.

  • Support the preparation and coordination of oral presentations.

What Makes You a Great Fit

  • Bachelor's degree in Business, Communications, Marketing, or a related field, or equivalent professional experience.

  • 5+ years of experience in proposal management, bid management, or proposal coordination within a relevant industry.

  • Experience managing multiple proposals simultaneously in a fast-paced, deadline-driven environment.

  • Experience supporting State and Local Government tenders, RFPs, and procurement processes.

  • Knowledge of structured proposal development methodologies. Strong project management, planning, and organizational skills.

  • Excellent written, verbal, editing, and presentation skills.

  • Ability to interpret complex technical information and translate it into clear, customer-focused content.

  • Experience leading large, strategic, or highly technical proposals. Familiarity with government contracting requirements, procurement processes, and formal tender responses.

  • Proficiency with Microsoft Office Suite and proposal management tools such as SharePoint and content libraries.
