Job description

Project Control Analyst
Purpose:
  • Valkyrie Enterprises has an immediate need for a Project Control Analyst in Virginia Beach, VA.
  • They will be key support to our finance department and work all functions of cost and schedule management supporting multiple functional divisions and program managers.

Job Description:
  • Selected candidate will work all functions of cost and schedule management supporting multiple functional divisions and program managers.
  • Responsible for earned value management, contract status reporting, customer reporting (CPR, CCDR, CFSR), Cost modeling, metrics.
  • Responsible for all project control functions including planning, tracking, analysis, and reporting across the project life cycle. Projects may vary in size, complexity, and contract type (i.e. Cost Reimbursable, Firm Fixed Price, Time & Material, etc.).
  • Interfaces with team members of the corporate staff to include: Operations Managers, Program Managers (PMs), Contracts, Purchasing, Billing, Accounting/Finance, and Human Resources.
  • Participates in annual company budget development by forecasting cost by financial period per project to develop the plan for the year.
  • Prepares monthly Operational Financials for high level management meeting and the financials for the program review presentations.
  • Coordinates with the PMs in the development of the Basis of Estimates (BOEs) for proposal pricing after reviewing the Request for Proposal (RFP).
  • Reviews contract award to ensure award matches cost proposal/ BOE.
  • Assists in project setup, assigning the workforce, and adding new employees.
  • Develops Estimates to Complete (ETCs) and Estimates at Completions (EACs). Works closely with PMs to review current project financial status and project future performance. Responsible for monitoring cost and schedule performance and performs related analyses.
  • Produces financial deliverables for both internal and external use. These can be weekly, bi-weekly, or monthly. Help develop and review procedures, process, and products to identify possible improvements to better support customer needs and reduce costs and errors.
  • Provide financial support to include, funding analysis, monthly expenditure analysis, cost variance analyses, historical financials, track current task spending and commitments, burn rates, and forecast future trends. Monitoring actual costs against budgets.
  • Assist PMs with all purchase requests, validate subcontract invoices against purchase orders and track all subcontract efforts including monthly reports.
  • Assist PMs with Risk Authorization Request (RARs), Mod Request, and Limitation of Funds Notifications (LOFs). Monitor and help manage at-risk and suspense related costs.
  • Analyze end of year Rate Adjustments and how it will affect projects.
  • Participate in contract closeouts and de-obligations.

Qualifications:
  • Must have Bachelor's degree preferred in business or related field or 4 years direct experience as a project control analyst in the government contracting industry.
  • Must have government contracting experience in Firm Fixed Price (FFP), Time and Materials (T&M), and Cost Reimbursable type contracts.
  • Must be knowledgeable and proficient in the use of CostPoint.
  • Must have the ability to perform multiple tasks concurrently and support multiple PMs.
  • Must have excellent analytical and problem-solving skills and excellent customer service attitude, communication skills, and interpersonal skills.
  • Must have valid US Driver's License.

Desired Qualifications:
  • Should posses a strong background in Excel skills and database management (pivot tables, VLOOKUP formulas and linked forms), preferred.
  • Secret Clearance, preferred.
  • Should be able to use independent judgment and decision making to assist project management in all areas of project cost management, preferred.
  • Should have the ability to work independently and make timely and sound decisions and exceptional organizational and time management skills, preferred.
  • Should have recent Costpoint experience, preferred.
  • Understanding of Work In Progress (WIP), preferred.
  • Experience working with product sales in a government contracting environment, preferred.

Security Requirements:
  • The ability to obtain and maintain a security clearance.

Travel Requirements:
  • Minimal travel-less than 10%
  • If position requires travel by domestic flight or access to secure federal facilities/military bases, candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as REAL ID.
