Job description

Based in Northern Virginia, Axiologic Solutions LLC, has an opportunity for you to become part of our high-quality team that delivers innovative solutions to key federal clients. We are currently seeking a Program Management Support to support our growing team.
Overall Assignment Description:
The Analysis Services Integrated Program Office (IPA) requires program management support that will assist in carrying out the division's responsibilities that contribute to NGA's mission.
Duties include:
โ€ข The contractor shall develop acquisition documentation and present those documents for Government approval. These documents include (but are not limited to) the following:
โ€ข Acquisition Strategies
โ€ข Requests for Proposal (RFP)
โ€ข Statements of Work (SOW)
โ€ข Statement of Objectives (SOO)
โ€ข Task Descriptions (TD)
โ€ข Independent Government Cost Estimates (IGCE)
โ€ข Source Selection Plans
โ€ข Evaluation Criteria
โ€ข Award Fee Plans
โ€ข The contractor shall serve in an advisory role on source selection panels, document source selection findings, and if necessary support the Government in the defense of protest.
โ€ข The contractor shall support coordination and management of the effort to create the Analysis Services Intelligence Capability Baseline Description (ICBD) and provide technical writer support as the document needs to be updated throughout the NGA/CAPE Agency Cost Position (ACP) process and the follow-on ODNI Independent Cost Estimate (ICE) process.
โ€ข The contractor shall support, creation, maintenance, and coordination of the Analysis Services Program Office Estimate (POE) that is associated with the Analysis Services ICBD.
โ€ข The contractor shall develop with the domain knowledge and experience required to create and maintain the artifacts and documents needed to support the A-SOC Milestone A and Milestone B efforts. These artifacts include (but are not limited to) the following:
โ€ข Program Management Plan
โ€ข Acquisition Strategy
โ€ข Concept of Operations
โ€ข Program Management Plan
โ€ข Cybersecurity Strategy
โ€ข Test and Evaluation Master Plan
โ€ข Systems Engineering Plan
โ€ข Program Protection Plan
โ€ข Life-Cycle Sustainment Plan
โ€ข The contractor shall provide the Analysis Services Integrated Program Office (IPA) with analysis based on independent review of deliverables provided. The contractor shall provide project management support that encompasses the entire program / acquisition life cycle.
โ€ข The contractor shall prepare, edit, review, and/or submit financial documentation and artifacts as requested by the Government, including, but not limited to: Air Force 9 generation and Military Interdepartmental Purchase Request generation and submission in PRISM or other agency systems
โ€ข The contractor shall provide support in the oversight, test monitoring and verification, and agile backlog management of programs within the division.
โ€ข The contractor shall participate in the planning, execution, oversight and/or review of government and contractor program test activities and events, including, but not limited to:
  • Release Planning Events (RPE), Factory Acceptance Testing (FAT), Site Acceptance
  • Testing (SAT), Operational Readiness Reviews (ORRs), Operational Acceptance Reviews
  • (OAR), regression testing, user testing, Discrepancy Report (DR) verification and testing, and DR resolution testing. In addition, the contractor shall assist in the verification of new or existing requirements.

โ€ข The contractor shall participate in technical exchange meetings, program reviews, acquisition panels, and configuration boards to ensure the active participation and representation of IPA. The contractor shall support the program office in the identification and mitigation of risk in accordance with the NGA Risk Management process and other specific program risk management processes.
โ€ข The contractor shall support the Analysis Services Integrated Program Office in the formulation and analysis of new requirements. The contractor shall support the Request for Change (RFCs) activities and work with NGA review boards, systems integrators (SIs) and segment contractors to support impact statements for RFCs affecting IPA programs and entities.
โ€ข The contractor shall provide the Analysis Services Integrated Program Office with analysis and recommendations. The contractor shall demonstrate and apply Analysis mission,
exploitation, and GEOINT reporting mission capability and systems domain knowledge, as well as knowledge of NGA, the DoD, and the Intelligence Community.
Required:
โ€ข Demonstrated experience in acquisition, acquisition planning, and the development of acquisitions.
โ€ข B.A. or B.S. degree in an associated area such as, but not limited to, program management, business, computer science, management, geography, geospatial information systems (GIS), or cartography or equivalent work experience.
โ€ข Experience with agile software development, or the possession of agile certifications such as, but not limited to, Scaled Agile Framework (SAFe) certification.
Desired:
โ€ข Experience with and knowledge of cloud computing technologies.
โ€ข Experience with Military, Department of Defense, or NGA acquisition.
The salary range is provided in good faith and is based on several job-related factors, including, but not limited to, the role and associated responsibilities, Federal Government contract labor category requirements, contract wage determinations when applicable, clearance requirements, work location, relevant experience, education, certifications, specialized skills, internal equity, and approved funding.
For proposal-contingent positions, the listed range is an anticipated good-faith range based on current proposal assumptions. Final compensation may vary based on contract award, finalized customer requirements, approved funding, labor category alignment, and candidate qualifications.
