Position Summary
Loudoun Countys Department of Transportation & Capital Infrastructure (DTCI) is seeking an accomplished Program Manager to serve as the senior leader of the Countys Program Management Office (PMO). This is a highimpact opportunity to help shape and modernize one of the regions fastestgrowing capital programsover $4 billion in transportation and facilities projects spanning more than 300 active initiatives.
As the Program Manager, you will operate as an embedded strategic partner to County leadership, responsible for developing and driving the governance, systems, and processes that ensure consistent, predictable, and highperforming capital project delivery. This role requires exceptional executive presence, deep expertise in portfolio and program management, and the ability to integrate seamlessly with County staff, systems, and stakeholders.
Key Responsibilities Include:
  • Leading the PMO as the Countys center of excellence for capital portfolio governance and program oversight
  • Developing and implementing the Program Management Plan, PMO Charter, SOPs, methodologies, and internal controls
  • Managing enterprisewide program and project controls, integrated schedules, financial forecasting, risk oversight, and performance reporting
  • Delivering monthly program and financial reporting, executivelevel dashboards, and structured governance cadences with senior leaders and the Board of Supervisors
  • Overseeing estimating workflows, budgetcycle support, and cash flow forecasting
  • Supporting capability development for project managers and coordinating across multiple County departments
  • Ensuring quality assurance, compliance, and confidentiality for all PMO operations
Qualifications:
  • Bachelors degree in engineering, construction management, business, public administration, or related field (advanced degree preferred)
  • 15+ years of experience leading large capital programs, PMOs, or portfolio management functions
  • Demonstrated success overseeing multibilliondollar infrastructure programs
  • Strong background in project controls, integrated scheduling, performance reporting, and governance development
  • Professional certifications such as PgMP, PMP, CCM, or PE in Virginia are strongly preferred
  • Proficiency with capital program systems (eBuilder/Trimble, MS Project/Primavera, Oracle, Microsoft 365)
