Job Title: Senior Program Manager Location: Falls Church, VA-National Capital Region (NCR)

Position Type: Full-time; Contract Award Contingency*

Position Summary

The Sr. Program Manager leads dayโ€‘toโ€‘day contract execution supporting program goals and operations; serves as contractor Key Person and primary interface to Contracting Officer or his/her Representative (CO/COR). Ensures quality, staffing, deliverables, and risk management across business execution, analytics, strategic communications, outreach, and program support.

This position is being advertised in anticipation of a potential contract award (Q4 2026) and iscontingent upon the successful award of that contractto our organization. If the contract is not awarded, this position will not be filled.

Key Responsibilities (List not all inclusive)
  • Oversee daily operations and performance of all contract staff, ensuring tasks are completed on schedule and to standard
  • Develop, implement, and maintain the Quality Control Plan (QCP) and ensure continuous improvement
  • Lead transitionโ€‘in and transitionโ€‘out activities, including onboarding/offboarding, knowledge transfer, and documentation
  • Prepare and submit all required deliverables (progress reports, staffing plans, achievement reports, etc.)
  • Manage project risks, resolve issues, and elevate concerns to government stakeholders as needed
  • Coordinate with government personnel for access, security, and compliance requirements (Common Access Card (CAC), background checks, HIPAA, Nonโ€‘disclosure Agreement (NDA))
  • Ensure compliance with federal, state, and local regulations, including Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), privacy, and security protocols
  • Facilitate semiannual performance reviews and corrective action planning
  • Oversee budget and expenditure tracking, travel approvals, and resource allocation
  • Mentor and support team membersโ€™ professional development
  • Represent the contractor in meetings, briefings, and communications with leadership and external stakeholders
  • Maintain workforce stability and continuity, proactively addressing vacancies and recruitment
  • Ensure all contractor staff adhere to standards of conduct and government facility protocols
  • Other relevant duties as assigned
Required Qualifications
  • Bachelorโ€™s degree from an accredited university in business, management, public administration, or related field
  • Minimum of five (5) years of experience successfully managing multiple functional areas and direct reports
  • Experience with federal acquisition, Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and small business programs.
  • Project Management Professional (PMP) and Lean Six Sigma certifications highly preferred
  • Meets U.S. citizenship and work eligibility requirements for federal contractors
  • Must be able to obtain and maintain a Department of Defense (DOD) secret clearance (if required)
Skills & Competencies
  • Excellent verbal and written communication skills
  • Proven ability to interact professionally with senior leaders, including civilians, military personnel, and contractors
  • Ability to maintain confidentiality and exercise discretion
  • Proven success in risk management and problemโ€‘solving
  • Proficient with Microsoft Suite (Outlook, Word, Excel, PowerPoint), and project management tools (Asana, Trello, Workday, MS Project)
Salary Range

$111,000 โ€“ $122,000 annually, depending on experience, qualifications, and contract funding availability. Final compensation will be determined based on candidate experience, internal equity, and client contract requirements. Salary range shown is the goodโ€‘faith estimate of the compensation range for this position at the time of posting.
