Preconstruction Manager
Location: Colorado Springs, CO (Colorado-based office; flexibility within the state)
Salary Range: $100,000 – $135,000 annually (DOE)

Position Overview
We are seeking an experienced Preconstruction Manager to lead and manage preconstruction efforts for commercial construction projects. This individual will play a key role in project procurement, working closely with business development, marketing, and project teams to plan, coordinate, and execute all preconstruction activities from pursuit through final GMP.
This role is responsible for overseeing estimating, scheduling, budgeting, and team coordination while serving as a primary client-facing leader during the preconstruction phase. The Preconstruction Manager ensures accuracy, completeness, and strategic alignment across all estimate packages and project planning efforts.

RFP / Pursuit Phase Responsibilities
  • Review RFP documents and develop a competitive pursuit strategy
  • Establish appropriate General Conditions and project costs using strategic judgment
  • Support business development and marketing teams in proposal development
  • Actively participate in interview preparation and project presentations
  • Understand competitive positioning to identify differentiators and advantages
  • Participate in client interviews and post-interview debriefs
Preconstruction Phase Responsibilities
  • Serve as the primary client interface during preconstruction
  • Maintain working knowledge of multiple contract types (Design-Build, CM/GC, GMP, Lump Sum, AIA-based agreements, etc.)
  • Evaluate project status, milestones, and remaining scope to completion
  • Develop, issue, and manage preconstruction schedules involving all stakeholders
  • Attend and contribute leadership at design meetings
  • Apply working knowledge of building codes and permitting requirements
  • Evaluate design development relative to cost and schedule impacts
  • Lead all estimating efforts from conceptual through full construction documents
  • Supervise and mentor estimators on larger or more complex projects
  • Drive the preconstruction schedule from early planning through construction start
  • Prepare and submit constructability reviews and reports
  • Coordinate with public authorities and regulatory agencies as required
  • Manage full project budgets when requested by the Owner
  • Influence the design team toward cost-effective and constructible solutions
  • Establish team roles and manage preconstruction staff responsibilities
  • Maintain accountability for the final Guaranteed Maximum Price (GMP)
Additional Responsibilities
  • Maintain and strengthen long-term professional relationships
  • Attend industry conferences and professional development events (1–3 annually)
  • Understand municipal development processes and architectural review boards
  • Prepare original design development (DD) estimates
  • Identify constructability issues in coordination with the project team
  • Lead value engineering and scope optimization exercises
  • Participate in weekly design review meetings to maintain budget alignment
  • Coordinate subcontractor bidding, scope reviews, and pricing evaluations
  • Support estimating needs during construction as required
  • Collaborate with project teams on sequencing and construction methods assumed during preconstruction
Physical Requirements
  • Ability to work for prolonged periods at a desk and on a computer
Required Qualifications
  • Bachelor’s degree in Construction Management, Engineering, or related field or equivalent industry experience
  • Extensive experience in preconstruction management on commercial construction projects
  • Familiarity with market sectors such as commercial buildings, renovations, education, facility services, and multifamily housing
  • Proven experience leading preconstruction efforts independently
  • Strong understanding of delivery methods including Design-Build, CM/GC, GMP, Lump Sum, and Design-Assist
  • Solid knowledge of construction processes, cost estimating, and project management tools
  • Excellent communication, leadership, and interpersonal skills
  • Ability to manage multiple projects and deadlines in a fast-paced environment
Preferred Qualifications
  • 5+ years of preconstruction and/or estimating experience
  • Background in project management, procurement, buyout, and scheduling
  • Proficiency with MS Excel, On-Screen Takeoff, Procore, and Bluebeam
