Preconstruction Manager

Position Summary

The Preconstruction Manager plays a critical leadership role in Globalcom Technologiesโ€™ project acquisition and planning efforts. This position oversees all estimating and preconstruction activities for security and low-voltage technology projects and serves as the first point of contact for new pursuits.

The Preconstruction Manager establishes project expectations through detailed budgeting, value engineering, stakeholder coordination, schedule planning, and procurement strategy. With strong technical expertise in ICT systems and exceptional attention to detail, this role ensures smooth project transitions from preconstruction to operations. Success requires the ability to manage multiple complex technology projects while maintaining strong relationships with clients, vendors, and internal teams throughout the preconstruction lifecycle.

Key Responsibilities

Estimating & Preconstruction Leadership

  • Lead estimating and preconstruction efforts for structured cabling, DAS, paging systems, clock systems, security, access control, video surveillance, intrusion detection, and integrated technology systems
  • Coordinate preparation of project budgets and estimates from conceptual design through final contract value
  • Develop and analyze cost models during design development and bidding phases
  • Review and validate all estimates for labor, materials, equipment, and specialty system components
  • Maintain and update historical cost data to support accurate estimating and competitive bidding

Client Engagement & Business Development

  • Serve as the primary point of contact for all preconstruction communications with clients, general contractors, and end-users
  • Build and maintain strong relationships with existing and prospective clients
  • Support development and presentation of proposals, technical presentations, and qualification packages
  • Participate in project feasibility reviews, risk assessments, and strategic decision-making
  • Provide key input into RFP responses and proposal development strategies
  • Attend business meetings, industry events, and technology trade shows to represent Globalcom Technologies

Technical Coordination & Systems Design

  • Review construction documents, specifications, and system designs for accuracy and constructability
  • Act as a technical advisor for value engineering, constructability reviews, and system optimization
  • Evaluate system architecture and equipment specifications across all low-voltage and security systems
  • Coordinate with engineers, consultants, and manufacturer representatives to ensure proper system integration
  • Oversee BIM and 3D coordination efforts to support integration with building infrastructure and prefabrication opportunities

Strategic Procurement & Vendor Management

  • Identify long-lead items and coordinate early procurement to support project schedules
  • Build and maintain strategic relationships with manufacturers, vendors, and specialty subcontractors
  • Evaluate material and system costs at design milestones and recommend procurement strategies
  • Negotiate pricing, availability, and delivery terms with suppliers and technology partners
  • Monitor industry trends, emerging technologies, and competitive pricing for low-voltage systems

Schedule Management & Project Planning

  • Support development of preconstruction and construction schedules with project teams
  • Identify schedule risks related to procurement, material lead times, and technology integration
  • Manage document progression and coordinate submittal schedules with design teams and vendors
  • Assist with identification of pursuit opportunities aligned with company strategy
  • Track pursuit pipelines and provide reporting to leadership

Project Transition & Handoff

  • Lead comprehensive transition meetings between preconstruction and operations teams
  • Prepare detailed handoff documentation including scope summaries, equipment lists, risks, and special requirements
  • Support operations teams during early execution phases to address outstanding issues
  • Ensure continuity of client relationships and technical knowledge throughout project execution

Process Improvement & Standardization

  • Lead standardization of preconstruction and estimating processes company-wide
  • Maintain and improve templates, checklists, and procedures for estimates and proposals
  • Identify and implement best practices to improve efficiency, accuracy, and consistency
  • Lead training initiatives related to estimating, vendor systems, product updates, and client engagement

Team Development & Leadership

  • Manage and supervise the estimating and preconstruction team
  • Participate in recruiting, developing, and retaining top technical talent
  • Provide mentoring, coaching, and performance feedback
  • Foster a collaborative and growth-focused team environment

Qualifications

Required

  • Minimum 5 years of low-voltage project management experience with an electrical or technology contractor (ICT, structured cabling, RCDD-related work)
  • Minimum 2 years of electrical or technology estimating experience

Preferred

  • BICSI knowledge (recommended, not required)
  • Bachelorโ€™s degree in Construction Management, Engineering, or related field
  • Experience using estimating software and digital takeoff tools
  • Strong knowledge of industry standards and best practices

Our Globalcom Technologies division is a technology contractor specializing in structured cabling, security/CCTV, and cellular enhancement projects. In addition to construction, we also provide full preconstruction, design build services, Building Information Modeling (BIM), and prefabrication.
