JOB SUMMARY:

The Assistant Preconstruction Manager leads the preconstruction process both internally for JHL and externally with other stakeholders, on projects up to $20M, and supports the Preconstruction Manager or Sr. Preconstruction Manager on Larger Projects.The Assistant Preconstruction Manager supports the interface with clients and is partly responsible for the outcome of the preconstruction process.

REQUIREMENTS AND QUALIFICATIONS:


Core Duties / Responsibilities:


Business and Personal Development

  • Maintains relationships with potential clients, and third-party resources to help develop opportunities for JHL to procure work.
  • Will participate in the Project proposal and Project interview process.
  • Will from time to time be required to participate in conferences, social activities, or client dinners in support of the business development process.
  • May be asked to participate in the solicitation, interviews,and recruiting of staff throughout the company.
  • Has the responsibility to train and support the development of the Estimating Interns, Estimators, and Sr. Estimators.

Preconstruction Management of Design-Build and/or CM/GC Projects

  • Works with the Client and Design Teams to build positive relationships, understand critical success factors, address challenges in an amicable way and guide the overall Preconstruction Process.
  • Understands client and design team goals/requirements and works with Preconstruction Manager and Operations Team to support these goals/requirements.
  • Participates in the schedulingof andattends preconstruction meetings with outside stakeholders to as required to ensure the preconstruction process moves forward as planned.
  • Has the ability to anticipate and identify potential budget problems, design gaps, and un-executable work requirements and works with the project team to resolve these issues while maintaining Team and Client satisfaction.
  • Must drive coordination with the operations team early in the process to ensure that the estimate being created, and the schedule developed are reflective of the execution plan (staffing, equipment needs, weather protection, safety, contingency, etc).
  • Will be responsible for the assembly and proofreading of all estimate deliverables including Estimates, Clarifications, Scope Adjustment logs and Rate Schedules.

Professional Estimating

  • This role must be able to perform and review the work product of all Estimators, Sr. Estimators and Estimating interns while executing similar concurrent tasks.
  • The Assistant Preconstruction Manager is responsible for understanding the support teams capabilities and realistically dividing and delegating the preconstruction work tasks amongst teammembers.
  • Accurate and timely review of the design documents to identify the required scopes of work and develop a bid list for review by the project team.
  • Understands JHLs cost structure, job specific contract requirements and how to build an estimate that is accurate, profitable and delivers value to the client.
  • Identifies risk items related to assigned scopes of work and collaborates with Preconstruction Manager and Project Team to mitigate these risks.

Quantification and Pricing

  • Mustunderstand all scopes of work and be able to execute and review all work of the Sr. Estimators, Estimators and Estimating interns.
  • Must be able to understand, quantify and price the required scopes of work on conceptual, schematic, or yet to be developed plans.
  • Is responsible for the global accuracy of the material, equipment, labor & other pricing. Review of the accuracy of the Sr. Estimators, Estimators,and Estimating interns work product is required.
  • Isresponsible for developing alternates and alternate estimates for the systems and products in the project to manage the overall project budget and deliver value to the client.
  • Isresponsible for the development of the Total Project Budget and assisting the client (when needed) in identification & coordination of project costs/scopes outside of JHLs contract values.

Subcontractor Solicitation and Coordination

  • Accurate and timely review of the design documents to identify the required scopes of work (shown or implied) and communication of these scope to the bidding subcontractors / vendors through the instructions to bidders.
  • Building relationships with subcontractors, vendors,and proposers to encourage participation in the bidding process and to expand JHLs subcontractor resources.
  • Works with the operations team to identify the desired bid list, potential qualified subcontractors and unqualified subcontractors that should be excluded from the process.
  • Establishes check in points with the estimating team to ensure that solicitation is adequate and takes action to correct the bid coverage when needed.
  • Reviews selected vendors/subcontractor scopes to ensure that all required work, documents,and execution requirements have been accounted for and included.
  • Reviews the Sr. Estimators and Estimators vendors/subcontractor scopes to ensure that all required work, documents,and execution requirements have been accounted for and included.
  • Responsible to the timely completion of the Preconstruction deliverables.
  • Review project documents to understand critical or unique requirements and ensure these are accounted for in bid tabulations and the estimate.
  • Willlead or have participation in Hard Bid Day activities, including team coordination, scope review, bid tabulation,and risk analysis.
  • Schedules and attends pre-award meetings with potential subcontractors and vendors for a detailed scope review and analysis.
  • Supports the tracking and updating of vendor information and the vendor database.
  • Other duties as assigned.


Education / Experience:

  • Required: High School Diploma or GED Equivalent
  • Preferred: Bachelors Degree
  • 2+ years of experience working in commercial construction estimating.

Knowledge / Skills / Abilities:

  • Excellent plan reading and specification interpretation skills.

WORK ENVIRONMENT / TRAVEL:
