Job description

*MUST HAVE AN ACTIVE SECRET CLEARANCE AND BE ABLE TO WORK IN THE OFFICE 5 DAYS A WEEK IN FALLS CHURCH, VIRGINIA.* The candidate shall possess thorough knowledge of the DoD financial systems infrastructure and procedures throughout all phases of the DoD Planning, Programming, Budgeting and Execution (PPBE) system. The contractor shall provide support with all phases of the PPBE process, meeting all OSD mandated timelines for submission of PPBE related documents.Specific tasks include but are not limited to:• Assisting R&E in developing the Program Objectives Memorandum and Budget Estimate Submission for R&E, to include managing the internal R&E budget reviews, managing R&E change/budget proposals, managing and reviewing budget submission entries in Excel and the applicable databases, and developing and reviewing detailed budget justification material (R-Forms, P-Forms, etc.)• Preparing analysis and evaluation of the effectiveness of programs and operations, and analyze financial and budgetary trends.• Preparing documents and briefings for review and use by DoD senior leadership.• Reviewing statement of work and required funding documentation for approved R&E projects.• Monitoring and supporting DoD program execution, including submission of required documentation for release of funding; follow up on distribution of funding, monitoring of obligation and disbursement rates for funded projects, and documentation of annual expenditures.• Assisting in preparation of required documentation to support the DoD PPBE process, to include but not limited to Research and Development Descriptive Summary (R1-R4), Program and Budget Issue Papers, and Support documentation for Program Decision Memorandum.• Preparing and participating in Mid-Year reviews and other PPBE meetings as required.• Assisting R&E in identifying baseline financial processes and designing target financial and business processes and procedures that, when implemented, can result in significant improvements in mission and cost effectiveness.• Process financial and budgetary actions in the Defense Agencies Initiative (DAI) system and other associated databases as required for the OUSD(R&E).• Assist in preparing audit readiness preparing associated documentation.• Execute and follow-up on all budgetary data callsExperience:-Position requires a minimum of ten (10) years of experience.-Highly preferred experience and skills in DoD acquisition and PPBE process at the DoD and/or Service component Headquarters level. Knowledge of funding execution processes, DoD organization and structure, particularly R&D structure of OSD, Services and Combatant Commands is preferred. Proficient in Microsoft (MS) Office to include MS PowerPoint, MS Word, MS Access and MS Excel is a prerequisite. Strong written and oral communication skills are required.-Education: A bachelor's degree from an accredited college or university in accounting, business management, or finance is required. At the discretion of the Government, a minimum of ten (10) years of specialized experience including military budget experience may be substituted in lieu of specific educational requirements, in addition to the minimum experience listed above. Masters and eight (8) years of experience will also be considered.Clearance Required: Active Secret, Top Secret preferredLocation: Falls Church, Alexandria / On-site 5x week
