Job description

MDW Associates is seeking a Senior Strategic Planning and PPBE Policy Analyst to support our Missile Defense Agency customer at Fort Belvoir, VA, serving as a strategic policy writer and business operations advisor within the Planning, Programming, Budgeting, and Execution (PPBE) environment. The role supports a mission-critical organization responsible for developing and sustaining integrated missile defense capabilities, including emerging initiatives such as Golden Dome for America. The Senior Strategic Planning and PPBE Policy Analyst will translate leadership guidance, program objectives, and PPBE-related processes into clear, actionable policy, procedures, training, and business documentation, while collaborating with senior leaders and cross-functional stakeholders to assess operations, identify gaps, and implement policy-driven solutions that enhance consistency, compliance, and mission effectiveness. This position is ideal for a strong writer and critical thinker with experience in federal or Department of Defense environments, particularly in policy development, process improvement, organizational effectiveness, and PPBE-related business operations.

The Senior Strategic Planning and PPBE Policy Analyst may perform a combination of some or all of the following duties:

  • Develop, write, edit, and maintain policies, standard operating procedures, process guides, desk guides, implementation plans, onboarding materials, training materials, and other program office documentation.
  • Translate complex program office operations, leadership priorities, business rules, PPBE-related processes, and DoD/MDA requirements into clear, accurate, actionable, and user-friendly written products.
  • Coordinate with program office leadership, Business Financial Managers, analysts, and key stakeholders to understand current and future policy, process, documentation, training, and PPBE support requirements.
  • Observe and assess program office operations, document business processes, and map workflows to applicable DoD, MDA, PPBE, and program office policies, guidance, and implementation plans.
  • Identify policy gaps, process inconsistencies, unclear roles and responsibilities, root causes, execution blockers, and opportunities to improve operational effectiveness.
  • Recommend changes to policies, processes, procedures, templates, training materials, and internal controls to improve consistency, reduce bottlenecks, and strengthen compliance.
  • Develop and support change initiatives from concept through adoption, including courses of action, impact assessments, implementation plans, briefing packages, stakeholder communications, and training materials.
  • Support standardization of products, processes, policies, procedures, and business rules across cross-functional teams and workspaces.
  • Represent the program office or Business Financial Manager in working groups, integrated product teams, process improvement forums, and modernization-related meetings.
  • Serve as a process and policy subject matter expert during system design reviews, requirements discussions, and modernization efforts to help validate that proposed solutions align with established business rules, PPBE processes, and operational needs.
  • Prepare executive-level written products, briefings, decision papers, meeting materials, status updates, white papers, talking points, and leadership communications.
  • Facilitate stakeholder discussions, working sessions, and process reviews to gather input, validate content, resolve comments, and drive written products to completion.
  • Mentor junior team members, share subject matter expertise, and contribute to a collaborative, high-performing team environment.

Required Experience/Skills:

  • Minimum of 8 years of relevant professional experience supporting federal government operations, DoD program offices, policy development, process improvement, business operations, organizational effectiveness, internal controls, PPBE support, or related disciplines.
  • Demonstrated ability to develop clear, concise, accurate, and actionable written products for senior leaders, technical stakeholders, and operational users.
  • Experience writing or maintaining policies, standard operating procedures, process guides, desk guides, training materials, implementation plans, white papers, decision papers, briefings, or similar government-facing products.
  • Strong understanding of federal government or DoD organizational processes, stakeholder coordination, documentation standards, and policy implementation practices.
  • Familiarity with the DoD Planning, Programming, Budgeting, and Execution process and its relationship to program office operations, financial management, and decision support.
  • Experience assessing business processes, identifying gaps or inconsistencies, developing recommendations, and supporting implementation of process improvements.
  • Ability to synthesize information from multiple sources, including interviews, meetings, policies, procedures, systems, and operational practices.
  • Strong analytical, organizational, communication, facilitation, and interpersonal skills.
  • Ability to work independently and collaboratively in a fast-paced, mission-focused environment.
  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Teams.
  • S. citizenship required.
  • Ability to obtain and maintain the security clearance required for the position. Active Secret clearance preferred.

Education Requirements:

  • Bachelor's degree in business, public administration, communications, English, policy, finance, management, or a related field.

Security Requirements:

  • Candidates for this position must have an Active Secret Security Clearance.
