Position Overview
QinetiQ US is seeking a highly qualified candidate to provide budgetary support to a client in Chantilly, VA. The candidate will be supporting a complex research and development program with multiple lines of effort and with an annual budget of over $100M.
The candidate will support a Government Project Manager in overseeing strategy and financial execution across a portfolio of projects. This role emphasizes budget planning, funds execution tracking, Planning, Programming, Budgeting, and Execution (PPBE) informed analysis, and integration of financial planning with project schedules and execution activities. The ideal candidate brings strong DoW financial management experience, understanding of appropriations, and the ability to translate financial and programmatic data into actionable insights to support leadership investment decisions and project delivery.
Responsibilities
Candidate will be responsible for Portfolio Financial & Project Execution Management where they will
  • Support financial execution across a portfolio of projects
  • Day to day responsibilities include tracking budget execution, obligations, and expenditures across multiple funding lines
  • Monitor financial performance and identify risks impacting project delivery
  • Align funding with project schedules, milestones, and execution priorities
  • Maintain financial and execution trackers

Budget Planning & PPBE Support
  • Support PPBE-informed planning, funding strategies, and portfolio trade-off analysis
  • Assist with budget build activities, spend plans, and funds phasing
  • Ensure funding profiles align with project schedules and execution plans
  • Provide appropriations-aware guidance for compliant funds execution

Financial Analysis & Decision Support
  • Develop executive briefings and financial decision-support materials
  • Analyze burn rates, execution trends, and portfolio performance
  • Provide recommendations to optimize funding allocation and improve execution
  • Support financial inputs for project reviews and leadership engagement

Project Coordination & Reporting
  • Coordinate with project teams, contracting, and financial stakeholders on funding actions
  • Track alignment between project execution and available resources
  • Support milestone tracking and identify funding-related risks
  • Prepare recurring financial and execution status updates

Required Qualifications
  • Bachelor's degree in Business, Finance, Accounting, Economics, Engineering, or related field
  • 15 years of experience with 5+ years supporting DoW financial management, budgeting, or program portfolio execution
  • TS/SCI Clearance Required; #qinetiqclearedjob
  • Experience with DAI
  • Experience tracking funds execution across multiple projects or funding lines
  • Familiarity with PPBE process and DoW appropriations (RDT&E, O&M, Procurement, etc.)
  • Strong analytical and communication skills, including executive briefing development
  • Able to work full-time in a Chantilly VA office within SCIF/SAPF spaces

Preferred Qualifications
  • Master's degree in Business, Finance, Accounting, Economics, Engineering, or related field

Pay Transparency
The salary range for this role is $135,000 - $190,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
