Introduction: ARServices is seeking an experienced Technical Project Manager - PPBE Coordinator to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA) Research and Development (RD) Directorate, Chemical and Biological Department, Research Operations Division (RD-CBC). This role is ideal for detail-oriented professionals with strong financial management, PPBE, and programmatic coordination experience in DoD or government contracting environments. You will serve as the primary interface for Congressional response coordination (R-Forms) and lead CB Department-level Planning, Programming, Budgeting, and Execution (PPBE) activities, including POM development, budget formulation, and execution. This position plays a critical role in ensuring timely, accurate, and integrated support across the Chemical and Biological Department to advance research operations and warfighter-focused CWMD capabilities.
Position Description: The Technical Project Manager - PPBE Coordinator will serve as the PMO Lead for the CB Department POM and act as the central coordinator for Congressional engagements, department-level PPBE processes, and high-level internal and external communications. You will facilitate cross-division coordination, support senior leadership meetings, develop strategic briefings and products, and maintain key stakeholder relationships to ensure effective alignment of resources with DTRA's Chemical and Biological mission priorities.
Location & Travel: This is a full-time position based at DTRA Headquarters in Fort Belvoir, VA, with minimal travel expected.

A qualified candidate will perform the following duties and responsibilities, but are not limited to:
  • Coordinate CB Department-level POM development, Congressional language (e.g., R-Forms, RFIs), budget formulation, and budget execution activities, including Budget Execution Reviews.
  • Serve as PMO Lead for the CB Department Program Objectives Memorandum (POM).
  • Provide support for planning, programming, budgeting, and execution activities and direct support to the CBC Division Chief for staff meetings and other internal Division activities.
  • Establish and maintain relationships with relevant internal and external stakeholders in the Chemical and Biological defense community.
  • Coordinate and consolidate complex, technical, programmatic, and strategic responses to support Division and Department initiatives to a variety of internal and external audiences, to include the advanced developer (CPE-CBRND).
  • Create high-quality briefings and products for both technical and senior leader audiences.
  • All other duties as assigned.

Security Clearance Requirement: Active DoD Secret Security Clearance.
Required Qualifications:
  • DoD Secret clearance.
  • Experience with POM build and the PPBE process.
  • Bachelor's degree (BS) or Master's degree (MS) in Business, Accounting, Financial Management, or a related field, and/or equivalent experience managing projects and financials (DTRA RD experience preferred).
  • Detail-oriented, self-starter with excellent communication and time management skills.
  • High-level proficiency with Microsoft Excel, PowerPoint, and Word; ability to quickly learn new IT systems and software.

Desired Qualifications:
  • 15+ years of relevant experience in PPBE, budget execution, or program management.
  • Direct experience with the CBDP POM build.
  • Understanding of tactical through strategic CWMD considerations.
  • Excellent written and oral communication skills.
  • Knowledge of Joint Chemical Biological Defense Program systems (e.g., DAI, JICAP).
  • Knowledge of DoD RDT&E policies, preferably with experience in the Joint CBDP.
  • Prior DTRA or RD experience is highly desired.
