Duties Description Duties include but are not limited to: Support the development and implementation of programs that promote Minority and Women-Owned Business Enterprise participation on NYSDOT contracts. Coordinate and participate in outreach and recruitment events to educate small business firms and community partners about NYDOT activities and services. Provide guidance to contractors, consultants, and small businesses regarding program requirements, certification processes, and contract participation opportunities Assist in the development and delivery of training and presentations related to MWBE/DBE compliance and workforce development initiatives.
Monitor NYSDOT contractor compliance with MWBE/DBE participation goals and identify potential areas of concern. Assist in the preparation, review, and submission of federal and state reports related to MWBE/DBE participation and contract compliance Maintain accurate records of outreach, participation, and program activity. Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.
Minimum Qualifications Six years of experience in the field of contract compliance, human rights, affirmative action, or minority, women-owned, or service-disabled veteran-owned business enterprise, including: planning, developing, implementing, and reviewing programs dealing with minority, women-owned, or service-disabled veteran-owned business enterprise, human rights, affirmative action, minority business program coordination, affirmative action compliance review, or labor relations directly relating to affirmative action; or experience in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public or private sector. Substitution: An Associate's degree in business, marketing, economics, public administration may substitute for two years of experience. A Bachelor's degree in business, marketing, economics, public administration, or public policy may substitute for four years of the experience.
A Master's degree in business, marketing, economics, public administration, or public policy may substitute for one year of experience. Additional Comments Applicants must be currently authorized to work in the United States on a full-time basis. The salary range listed reflects the full range for this graded position.
For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
