What are some common challenges faced by mid level analysts when transitioning from junior roles?

Mid Level Analysts often encounter new challenges as they move beyond entry-level tasks, such as managing more complex projects, handling larger datasets, and providing insights that influence business decisions. The Mid-Level Operations Analyst will play a crucial role in supporting the following:

  • Support to Office Director, Deputy Director, Deputy Program Directors, ADPM, and Program Managers

  • Prepare TS/SCI briefings; provide technical and programmatic input to PADs, SCGs, PCRs, and RDoc narratives
  • Manage acquisition communications and lifecycle tracking; provide quarterly process improvement recommendations
  • Technical R&D transition support including MOA/MOU drafting, transition analysis, and stakeholder network management

The Mid-Level Operations Analysts are the journeyman-level analytical backbone of support operations. They lead coordination of DIRO Program Review preparation, manage complex acquisition communication routing, support R&D transition activities, and provide technical and programmatic input across a broad range of classified and unclassified deliverables. Their deeper experience enables them to mentor junior analysts and independently manage high-visibility deliverables on tight timelines.

Designated Impact:

The Mid-Level Operations Analyst directly supports DARPA's most senior program review processes and R&D transition activities. A weak performer in this role creates risk across DIRO reviews, Congressional inquiries, and transition partner engagements.

Responsibilities include, but will not be limited to:

  • Track and coordinate all taskers, drills, and exercises with 98% accuracy; manage escalations to leadership
  • Manage acquisition communications and documentation routing between DARPA PMs, Contracts Management Office (CMO), and Office of General Counsel (OGC) to maintain established solicitation schedules
  • Track and analyze the acquisition lifecycle for all classified and unclassified acquisitions; provide at least one actionable process improvement recommendation per quarter
  • Support R&D transition activities including developing transition partner requirements documents, drafting MOAs/MOUs, and producing R&D transition analysis reports
  • Prepare TS/SCI briefings, trip reports, PADs, SCGs, PCRs, and RDoc narratives with 95% accuracy on first submission
  • Build and maintain a stakeholder network database updated quarterly with 98% data accuracy; facilitate at least one new stakeholder connection per program per year
  • Mentor Operations Analyst IIs and provide quality review of their work products

Required Experience or Knowledge of the following technologies/functions:

  • Minimum 6 years, including at least 3 years tracking technical and financial milestones in a DoD or R&D environment
  • Demonstrated independent problem-solving ability on financial, administrative, and program management challenges
  • Experience managing high-visibility deliverables including executive briefings, program review packages, and Congressional reporting documents
  • Experience with DoD acquisition processes including BAAs, solicitations, and proposal evaluation
  • Strong writing skills for technical documents, policy memos, and TS/SCI-level briefings
  • Experience with R&D transition activities, MOA/MOU drafting, or stakeholder engagement preferred
  • Proficiency in Microsoft Office Suite and classified systems (SIPRNet/JWICS)
  • Strong oral and written communication skills
  • Strong interpersonal skills; ability to deal with conflicts and diverse stakeholders

Required Education/Certifications:

  • Education Required
    • Bachelor's degree in engineering, science, or mathematics
  • Education Preferred
    • Master's degree in engineering, science, mathematics, or operations research
  • Preferred Certifications
    • DAU program management or systems engineering coursework
