Project Manager/Contract Manager

Position Overview

The Project Manager/Contract Manager provides full-time leadership and oversight for nationwide health and wellness support services for Job Corps centers. This position manages daily operations, personnel, performance, quality control, deliverables, client communication, and successful completion of all program requirements.

The Project Manager/Contract Manager serves as the companyโ€™s primary representative and must be available from 8:00 a.m. to 5:00 p.m. Eastern Time, Monday through Friday, except Federal holidays and authorized closures.

Key Responsibilities

  • Manage and oversee daily program operations.
  • Serve as the primary point of contact for client representatives, company leadership, and assigned personnel.
  • Maintain full authority to act on behalf of the company regarding daily operational matters.
  • Supervise and coordinate medical, mental health, nursing, substance-use prevention, and program support personnel.
  • Assign work, monitor workloads, and maintain sufficient staffing for uninterrupted service delivery.
  • Develop and maintain project schedules, staffing plans, performance-tracking tools, and risk-management processes.
  • Coordinate clinical reviews of applicant and student health records.
  • Monitor the preparation and submission of written clinical recommendations and monthly reports.
  • Oversee comprehensive and targeted assessments of Job Corps center health and wellness programs.
  • Coordinate the review and monitoring of corrective action plans.
  • Ensure reports, meeting notes, schedules, recommendations, and other deliverables are accurate and submitted on time.
  • Conduct regular meetings and conference calls with client representatives regarding performance, staffing, deliverables, risks, and corrective actions.
  • Coordinate recurring webinars, training sessions, and discipline-specific meetings.
  • Lead strategic planning, policy analysis, continuous quality improvement, and data-management activities.
  • Develop and maintain quality-control procedures to identify, prevent, correct, and reduce recurring performance deficiencies.
  • Manage transition activities and ensure personnel are prepared to begin full performance by the required start date.
  • Protect sensitive student, medical, personal, and Government information.
  • Prepare an alternate manager to act with full authority during the Project Manager/Contract Managerโ€™s absence.

Qualifications/Experience

  • Degree from an accredited institution of higher education.
  • Minimum of 10 years of experience managing a residential program similar in size and scope.
  • Demonstrated experience in:
    • Strategic planning.
    • Continuous quality improvement.
    • Policy development and analysis.
    • Data management.
  • Experience managing multidisciplinary personnel and geographically dispersed activities.
  • Experience managing healthcare, human services, residential education, workforce development, or similar programs is preferred.
  • Experience supporting programs serving adolescents and young adults is preferred.

Must possess or be eligible to obtain and maintain a Public Trust clearance. Must comply with privacy, confidentiality, information-security, and records-management requirements.
