Job description

Overview
We are the team that ships the world's most popular frameworks and runtimes including .NET, C++, Java, Python, Node, Go, Rust, etc., the world's #1 used and loved IDEs across the Visual Studio family, and numerous Azure services like App Service, Functions, ACA, etc. We are looking for a strong, highly motivated Senior Technical Program Manager to join our team to define the future of release and compliance functions across our entire portfolio of products. This is an individual contributor role, but there is no limit to the impact and influence you will bear on a wide swath of technical programs.
This posting represents multiple openings on the team for Senior Technical Program Managers and Principal Technical Program Managers in different focus areas, including Release Management, Compliance, and Privacy. Each role is hired, scoped, and staffed independently, while sharing a common foundation of technical program execution and collaboration across engineering and partner teams.
Responsibilities
All Roles - Common Responsibilities:
  • Program & Execution Ownership: Own complex cross-functional programs end-to-end; drive accountability, track progress against milestones, manage risks, dependencies, and ambiguity to ensure successful outcomes.

  • Cross-Functional Partnership: Collaborate closely with engineering, product, legal, and business stakeholders to align priorities, unblock execution, and support teams navigating technical, policy, and operational constraints.

  • Strategic Translation & Planning: Translate complex requirements, policies, and standards into clear, actionable plans tailored to product portfolios, organizational maturity, and industry expectations.

  • Operational Rigor & Scale: Balance evolving business needs with strong operational discipline; design scalable, repeatable processes that support delivery across teams, products, and geographies.

  • Communication & Executive Engagement: Synthesize program health, risks, and insights for senior leadership; communicate complex topics clearly to enable informed decision-making.

  • Risk Management & Problem Solving: Identify emerging risks, resolve ambiguity, and drive clarity in fast-moving or regulated environments through structured analysis and sound judgment.

  • Process Improvement, Automation & Tooling: Continuously improve processes and tooling; define requirements for automation and system enhancements that reduce toil and increase delivery effectiveness including building relevant tools and AI agents yourself as appropriate.

  • Metrics, Outcomes & Culture: Define and track key performance indicators to measure impact and guide prioritization; contribute to a culture of inclusion, trust, and accountability.

Release Manager - Role-Specific Responsibilities:
  • Lead end-to-end orchestration of multiple complex, parallel product releases across platforms, defining integrated release plans, ship readiness criteria, and launch governance

  • Adapt release strategies to changes in product cadence, lifecycle, and customer impact while ensuring adherence to release fundamentals and commitments

  • Be a champion for solid release fundamentals and ensure releases deliver on their compliance obligations.

  • Champion continuous improvement through feedback loops with engineering and partners to strengthen release quality, predictability, and platform maturity

Compliance - Role-Specific Responsibilities
  • Partner with legal, security, and industry compliance leaders to define compliance vision, strategy, and execution across regulatory domains

  • Operationalize regulatory requirements into scalable processes, controls, and programs, translating standards across security, privacy, reliability, accessibility, licensing, and globalization and assist engineers navigate these requirements.

  • Navigate regulatory ambiguity, resolve compliance risks, and drive clarity and alignment in evolving global regulatory environments

Privacy - Role-Specific Responsibilities
  • Define and drive privacy governance, risk management, and compliance strategy in partnership with legal and cross-functional stakeholders

  • Drive divisional programs to ensure our products, services, and communications comply with Microsoft's Privacy and related legal standards and requirements.

  • Evangelize and embed privacy principles into product development through feature reviews, design evaluations, technical privacy assessments, and audit-ready documentation

  • Serve as a subject matter expert in consultations with products, evaluate product and service features, UI, and functionality to identify and mitigate privacy-impacting concerns for early remediations. Assist engineers navigate Privacy requirements.

  • Conduct technical Privacy reviews for products, services, and communications, document the outcomes of these reviews to support compliance audits.

  • Lead privacy incident response, escalation, and remediation efforts while driving adoption of privacy tools, features, and process improvements

Qualifications
Required Qualifications:
  • Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience

  • 2+ years of experience managing cross-functional and/or cross-team projects

Other Requirements:
  • Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings:

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualifications:
  • 8+ years of experience in technical program management managing cross-functional and cross-team projects.

  • Release Manager
    • 6+ years of experience in release management or delivery orchestration, managing multiple parallel releases across products, services, or platforms

  • Compliance Program Manager
    • 6+ years of experience working with regulatory or compliance programs in software development environments, ideally in domains relevant to cloud or platform development (e.g. security, privacy, responsible AI, accessibility, licensing, etc.)

  • Privacy Program Manager
    • 6+ years of experience in privacy regulation, policy, and governance within a software development environment, ideally having partnered with legal teams on privacy review, risk assessment, audit, and incident response.
    • IAPP certifications like CIPP, CIPM, CIPT pr JD with coursework or experience in privacy, cybersecurity, or technology law
    • Thorough understanding of global privacy laws like GDPR, CCPA, etc.

  • Hands-on experience building tools using AI coding agents like GitHub Copilot or other similar coding agents

  • 3+ years of hands-on experience as a software developer or in a deeply technical role working closely with engineering teams

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $158,400 - $258,000 per year.

Technical Program Management IC5 - The typical base pay range for this role across the U.S. is USD $139,900 - $274,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $188,000 - $304,200 per year.
