Description
Tharros is actively seeking a Program Manager to join our team in Fort Meade, MD. This program provides SETA support, including the application of cyber acquisition and program management expertise, resulting in superior performance of command-wide programs and operations. Our support furthers the mission to unify the direction of cyberspace operations, strengthen DoD cyberspace capabilities, and integrate and bolster DoD's cyber expertise.
The ideal candidate brings extensive experience leading complex cleared programs and managing large multi-disciplinary teams in dynamic operational environments. This individual will oversee workforce planning, delegate responsibilities to Team Leads and Deputy PMs, monitor financial and operational metrics, and provide executive-level reporting to senior Government officials and corporate leadership regarding program health, staffing, performance, growth, and overall mission execution.
Requirements
  • Bachelors Degree in Business, IT, or Cyber Security related field. 6 years of experience can be used in lieu of a degree
  • Minimum of 15 years of applicable experience as a PM with a Federal, Intel, or Military command customer
  • Current active PMP certification
  • Minimum of 10 years experience managing, planning, directing, and coordinating proposed methodologies and approaches of projects, this is to include manpower utilization, procurement of materials and equipment, standards, training, problem resolution, and employee relations (including subcontractors, cost, budget, and managing to milestones
  • Five years of experience formulating and reviewing task plans for deliverable items, and effectively executing in accordance with approved plans.
  • Five years of experience managing programs/projects with DoD Service organizations and or Intelligence community agencies in classified environments.
  • Five years of experience managing program activities in compliance with quality assurance activities.

Desired Requirements:
  • Experience managing 60-100 FTEs in a cleared environment with a geographically distributed customer group
  • Experience managing 10+ different internal customer groups, the coinciding leadership of those groups, and balancing their needs, cadence, and requirements in addition to managing and hiring new staff to meet the commands needs
  • Experience Presenting key contract metrics, reports, and data to both senior Government Officials and Corporate C Suite members. Ability to grasp both the Government and Corporate view on financials, burn rate, estimates to completion, Estimates at completion, projected growth, profit, margin, and other key financial metrics.
