Job Summary/Company:

Sparks Group has partnered with a local government organization to identify an experienced Management Analyst to support strategic initiatives, performance management, and organizational effectiveness. This part-time position (20 hours per week) is ideal for a highly analytical professional with extensive experience in performance measurement, project tracking, and executive reporting.

The ideal candidate will play a key role in developing and maintaining performance management systems, creating executive dashboards, and tracking strategic initiatives across multiple focus areas. This position requires exceptional organizational skills, advanced Excel expertise, and experience building reporting frameworks that provide leadership with meaningful insights into organizational performance.


Responsibilities:
  • Develop and implement a comprehensive performance management framework to monitor organizational goals, strategic initiatives, and key performance indicators (KPIs).
  • Design, build, and maintain executive-level dashboards and reporting tools using Smartsheet and Microsoft Excel.
  • Track departmental projects, milestones, deadlines, and organizational priorities to ensure accountability and timely execution.
  • Create systems and processes for monitoring project progress and organizational performance across multiple strategic focus areas.
  • Analyze data and prepare quarterly performance reports for executive leadership.
  • Develop performance trackers that measure outcomes, identify trends, and support informed decision-making.
  • Collaborate with department leadership to establish measurable objectives and performance metrics.
  • Utilize advanced Excel functions to analyze data, create reports, and automate tracking processes.
  • Maintain accurate project documentation and provide regular updates on organizational initiatives.
  • Identify opportunities to improve reporting processes, workflow efficiencies, and performance measurement practices.

Qualifications/Background Profile:
  • Bachelor's degree in Business Administration, Public Administration, Management, Finance, or a related field (or equivalent experience).
  • 10–15 years of experience in management analysis, performance management, strategic planning, project management, or organizational performance tracking.
  • Demonstrated experience developing performance management frameworks and organizational reporting systems.
  • Advanced proficiency in Microsoft Excel, including:
    • PivotTables
    • XLOOKUP/VLOOKUP
    • Advanced formulas and functions
    • Dashboard development
    • Data analysis and reporting
  • Experience utilizing Smartsheet to develop project trackers, dashboards, and workflow management tools.
  • Proficiency with Microsoft Office 365.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills with the ability to present information to executive leadership.
  • Ability to manage multiple priorities while maintaining exceptional attention to detail.
