Description
Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time LMS Administrator at Fort Bliss, TX supporting the United States Army Noncommissioned Officer Academy (USANCOA) and Sergeants Major Course (SMC).
*This position is contingent on the award of a federal contract.
Key Responsibilities:
  • Manage user accounts, enrollments, permissions, and course shell setup within the LMS.
  • Provide Tier I and Tier II LMS support to students, instructors, and academic staff.
  • Support troubleshooting of content, access, gradebook, enrollment, and exam-related issues.
  • Assist with content uploads, validation, testing, and publishing activities.
  • Support SCORM/xAPI package implementation and troubleshooting.
  • Perform routine system testing and compatibility validation activities.
  • Support class creation, roster maintenance, and student record updates.
  • Assist with academic reporting, data cleanup, validation, and reconciliation efforts.
  • Document support actions, recurring issues, and resolutions.
  • Support onboarding, training, and knowledge-transfer activities for Government personnel.
  • Assist during LMS migrations, outages, upgrades, and surge support requirements.

Requirements
Minimum Qualifications:
  • Experience administering or supporting a Learning Management System.
  • Familiarity with SCORM/xAPI content standards.
  • Experience supporting user accounts, enrollments, permissions, and course management activities.
  • Ability to troubleshoot routine LMS issues and escalate complex problems.
  • Proficiency with Microsoft Office applications.
  • Strong customer service and communication skills.
  • Ability to work effectively with students, faculty, and staff.
  • Ability to obtain Fort Bliss installation access and complete required Army training.

Preferred Qualifications:
  • Experience supporting Blackboard, ATIS Educate, Moodle, Canvas, or comparable LMS platforms.
  • Experience in academic, higher education, military education, or training environments.
  • Experience providing Tier I-III Help Desk support.
  • Familiarity with student records management and academic operations.
  • Experience developing reports and maintaining LMS documentation.
