Dignitas specializes in system and software analysis, design, development, testing, fielding, and courseware for Live, Virtual, and Constructive (LVC) training applications.
By Light Professional IT Services LLC readies warfighters and federal agencies with technology and systems engineered to connect, protect, and prepare individuals and teams for whatever comes next. Headquartered in McLean, VA, By Light supports defense, civilian, and commercial IT customers worldwide.
Responsibilities
  • Serve as the authorized representative of the contractor with full authority to act on all matters related to the Task Order.
  • Provide overall management and direction of MACC-TTE operations, including oversight of all contractor and subcontractor personnel.
  • Plan, execute, and monitor all program activities to ensure alignment with mission objectives.
  • Manage program scope, cost, and schedule, and coordinate priorities and resources across multiple projects.
  • Develop, maintain, and update program plans, schedules, and status reports.
  • Prepare and present reports for testing, training, and experimentation events.
  • Track, analyze, and report key performance metrics as directed by the government.
  • Develop program documentation and implement lessons learned to improve performance.
  • Conduct tours, briefings, and presentations for senior state and national-level leadership.
  • Represent the program at national-level working groups, planning conferences, and stakeholder engagements.
  • Engage with senior leadership across the Joint Staff, Department of the Army, National Guard Bureau, and other high-level organizations.

Required Experience/Qualifications
  • Master's degree in Program Management, Project Management, Business Management, Economics, or a related field (or equivalent experience).
  • One of the following certifications required: Project Management Professional (PMP).
    • Program Management Professional (PgMP).
    • Level III Program Management Certification from Defense Acquisition University.
  • Minimum 10 years of experience in Program Management, or senior-level DoD/defense industry experience.
  • Experience working directly with senior DoD leadership.
  • Senior-level experience defined as:
    • Military field grade officer or above, or
    • Senior Non-Commissioned Officer (E-8 or above), or
    • DoD civilian at GS-13 level or higher
  • Experience managing enterprise-level technology programs.
  • Minimum 5 years of experience managing cyber range or IT/OT technology programs.
  • Working knowledge of DoD cyber test range platforms, infrastructure, and associated hardware.

Preferred Experience/Qualifications
  • Strong leadership and organizational management capabilities.
  • Expertise in program execution across complex, multi-project environments.
  • Excellent communication and briefing skills for senior leadership audiences.
  • Ability to manage competing priorities and drive strategic outcomes.
  • Analytical mindset with experience tracking and reporting performance metrics.
